Chairman Kozlowski's comments specifically. He feels Chairman Kozlowski's Facebook comments and tweets are counterproductive in creating harmony and collaboration between the boards. Member Kiera O'Neil is upset too that residents have called her and stated that they are seeing negative comments on Facebook about the school committee by Chairman Kozlowski. Selectman Moran stated that things are said on both sides of the isle and yes, they should keep it to themselves for the great good of the town. Chairman Trowbridge asked the Board of Selectmen if they had a policy on the use of social media and Chairman Kozlowski stated no. As such Chairman Trowbridge provided the board with a handout entitled "Tips and Pitfalls on Social Media' taken off the MMA website. He asked the board to review it and comes to terms with how they will collaboratively work together and channel their communications through the town manager and the school superintendent. Selectman Annino is disappointed that they are having communication problems and has wanted to meet with the school committee since April. He suggested that they meet monthly, establish a regularly scheduled time and get it done. Both Selectman bentino and Mr. Ross agreed that it is good to get these things off your chest, in a meeting like this one. However, during the budget or other subcommittee meetings, perhaps they could or should be a little less open (social media wise) in order to promote a free flow of information between the boards. Board of Selectmen Minutes of November 7, 2012 After a lengthy conversation regarding trust among the members and working collaboratively together the Chairs decided to try and work out their differences. Superintendent Hodges was also present for the discussion and agreed with Mr. Ross that we need to move together with any media releases, formal or otherwise. Russo, Jr. and 109 others Reilly property P &5 and waste water treatment plant update Lee Azinheira, DPW Director and Dave Young, CDM Representative were present for meeting. The Board of Selectmen signed the Purchase and Sale Agreement for 51.2 acres off Crane St. in Norton from the Reilly Family Trust for $1,100,000 for wastewater treatment purposes. Mr. Azinheira then discussed the following topics: • WWTP Phase I Improvements - The Annual Town Meeting in May 2007 approved $13,000,000 for construction of Phase I Improvements. The WWTP started operation in 1985. Most of the equipment at the WWTP is original equipment that has largely reached or exceeded its expected service life and should be replaced. However, to enable the Town to pursue a phased program of equipment replacement and facility refurbishment, the recommended improvements were divided into two (2) phases. The project was successfully completed and closed out in 2010. Phase II is pending along with plant expansion as described below. • Comprehensive Wastewater Management (CWMP) - This project started in 2003 and looked at the Town's wastewater needs, evaluated treatment plant capacity and looked at future needs for the next 20 years. Various Public Meetings have been held to present the findings to the Board of Selectmen and the Public and the completion of this project has been delayed because we need to have firm commitments from the Town of Norton and Foxborough about their future needs. • IMA Study Group (IMA) - In 2007 a committee was established with representatives from the three (3) towns to try to negotiate a new or revised Intermunicipal Agreement (IMA), The committee is referred to as the IMA Study Group. This group has been meeting every few weeks and is making progress on the "Agreement for a Regional Wastewater District ". The agreement needs to be in Board of Selectmen Minutes of November 7, 2012 13 place in order to establish the Regional Wastewater District. The draft agreement was submitted to Town Counsel for review in December of 2011. Plant Expansion - At this time, the proposed expansion has been scaled back from 1,5 million gallons per day (mgd) to 1,0 mgd of new capacity. Mansfield 0.50 mgd, Foxboro 0.25 mgd and Norton 0.25 mgd. Chapter 101 of the Acts of 2010- An act establishing a regional wastewater district for the towns of Mansfield, Foxborough, and Norton was approved on May 5, 2010, The Regional Wastewater District will only be established after completion of the "Agreement for a Regional Wastewater District" and its subsequent approval by Town Meeting now anticipated for next Spring. Effluent Disposal - The plant expansion requires land for effluent disposal. The acquisition of one (1) parcel was completed in December 2010 and we are in the process of acquiring the second parcel. A purchase and sales agreement has been agreed upon and will be signed by the Board of Selectmen on November 7, 2012 after the proper notice in the Central Register. • Fall Town Meeting - Effluent disposal is crucial to the proposed expansion and as such, Article 9 of the 2012 Fall Special Town Meeting requests of $400,000 for permitting and design services to address EPA, DEP and local regulations. Cost Summary Estimated cost based on construction midpoint (2/2016) 1.0 MGD Plant Expansion $20,900,000 Phase II Improvements and 4 -stage Bardenpho $13,500,000 Total $ 34,400,000 The numbers on the CIP request are the total estimated Phase II Improvements, Plant Expansion and Plant Upgrade consisting of adding a four (4) stage Bardenpho process as detailed in the attached April 26, 2012 report prepared by CDM Smith. Please note that each community will share in costs based on current plant allocation as well as future expansion allocation as detailed in the report. Please note that the Environmental Protection Agency (EPA) is preparing new NPDES permits for all treatment plants that discharge to the Taunton River and we could see further reductions in our limits requiring additional upgrades. We have not yet received the permits but we are having CDM Smith look at additional options and costs to address Board of Selectmen Minutes of November 7, 2012 14 the new limits that we have not seen but have heard about, Additional information and cost updates will be provided as it becomes available. The proposed improvements along with the creation of a Regional Wastewater District Commission represent a significant investment and changes and we therefore request that this be allotted more time for a detailed presentation and discussion with the CIP Committee. Inflow & Infiltration Inflow & Infiltration causes a major impact on our Wastewater Treatment operations and significant repairs to the sewer lines, and removal of unnecessary flows are needed. This major Inflow & Infiltration Reduction Program became increasingly important over the years, since possible capacity expansion of the treatment plant is becoming extremely difficult, if not outright impossible. We have made a number of improvements over the past twelve (12) years with the latest pipe repairs completed in 2009. A "5anitary Collection System Model Development" report was completed in 2011 that identifies the downtown portion of Mansfield as having the highest I & I and needing additional investigation and then repairs or lining of the problem areas. The $100,000 per year will supplement the $50,000 funded through the Wastewater operating budget to keep this program moving forward. Town Managers Report • Thank you to all town staff that helped with the storm activities last week. The coordination between MMED, fire, police and DPW makes an effective team. Board of Selectmen Minutes of November 7, 2012 16 • Special Town Meeting is next Tuesday, November 13th. How many packets do you think we will need? The board doesn't think we will need more than 300. • Town Hall boiler broke last week and while looking at the repairs it was discovered that switching to a high efficiency model would not only save on the monthly bills but would qualify for high rebates as well. • Town hall is closed next Monday to commemorate Veterans Day. However, the Veterans Day parade is on Sunday this year. • Ambulance Trust Fund had three trustees and two of them are not around anymore so we need to find two more people to appoint to Trust Fund Committee. • Old and new should be renamed due to public meeting laws. Perhaps "Board of Selectmen questions and comments." The Board of Selectmen seem to like that. BOS Updates • Chairman Kozlowski: Please come to the Veterans Day parade and to town meeting next week. • Selectman Aptowitz: Congratulations to Marianne Staples, our new Town Clerk on her first Mansfield election. However, he did notice that the election machines we are using are very old and two of them actually broke during yesterday's election. He would like to see that as a CIP item this year. • Selectman Annino: N. Common meeting went well and they will be meeting again soon to discuss the flag pole for the common. Selectman Moran: Free cash is generated through cost savings by the town /school depts. being conservative in their budgets and delays some updates and services. It just doesn't happen by itself. • Selectman Dentino: Thank you to all the poll workers yesterday. They did a great job with 88% of the registered voters showing up. Congratulations on the retirement of Police Office Lance Lawson. Congratulations to Town Counsel, Paul DeRensis on being named a "Super Lawyer" for the eighth time.
