Commercial parking lot license discussion
Mr. Clemmey has raised concerns regarding the fees charged for licenses for private
parking lots, for the detail rates that are charged for traffic details at private parking
lots and related to a requirement in the private parking lot license for the Foundry LLC
parking lot.
1. Mr. Clemmey has requested that the 50 "Mansfield residents only" requirement be
removed from his Foundry license agreement. Now that the town is only charging
$2 for resident train station spots the lot is losing money by having to keep the
spots.
Selectman Aptowitz does not see a reason to keep that in the license and made a motion.
Motion, To remove 50 Mansfield resident only requirement from the Foundry LLC license.
(Aptowitz / Annino) 4:0 passes
Mr. Clemmey came to the podium and made a few comments on the various train station
parking issues.
The board will also be considering changing the $6 per car fee that is included with the
annual license. However, more information is needed and will be presented at a later
meeting.
Flagpole replacement', project - North Common
It is estimated that it will cost $30,000.00 to replace the N. Common flagpole as part of
the N. Common revitalization plan.
Selectman Aptowitz provided a brief recap of the expenses that were incurred replacing
the S. Common flag pole last year.
Board of Selectmen Minutes of October 10, 2012
The board discussed the use of different types of poles and flags, possible sizes and
expenses.
Motion: To put a place holder on the warrant (not to exceed) $30,000.00 for N. Common
flag pole replacement. (Annino /Moran) 5:0 passes
Procedures for placing restrictions on town owned land or offered for sale
Chairman Kozlowski has been researching policies that would lay out a plan for dealing with
this in the future, as we just experienced marked confusion over the transfer of land
from the lost town meeting.
Chairman Kozlowski stated this would formalize the procedures that are already being
used by the board. However, Selectman Moran stated that he feels the board just needs
to really pay attention to each warrant so this oversight does not happen again.
Selectman Dentino agreed with Selectman Moran that the board needs to evaluate every
warrant on its own merits. He is also in favor of using a lottery system for citizen
petitions. (currently they always come lost after town articles).
Selectman Aptowitz stated that town counsel had suggested changes to the way town
meeting warrants were presented this past May and he thinks that confused the way the
articles were presented and approved.
Motion (Kozlowski /Dentino) 2:3 fails (Olivier /Annino aye) (Dentino, Moran, Aptowitz nay)
Haunted Hallows update
Jeanne Rose has provided the Board of Selectmen a mockup of the proposed sign to be
built and displayed on the S. Common starting Friday.
As the committee would like to put a sign on the S. Common to advertise the event,
Selectman Annino suggested that they consult with Nick Riccio for size and zoning
requirements. They did and would now like to get the sign approved from the Board of
Selectmen.
Motion: To approve sign. (Annino /Moran) 5:0 passes
,Q &C
Karl Clemmey, Essex St. Chastised the Board of Selectmen and town personnel for not
paying attention to all town articles, Also issues with the way parking is controlled
throughout town.
Board of Selectmen Minutes of October 10, 2012 2
Leonard Flynn, Jewel St. Is not in favor of implementing any policy that would control the
way town warrant articles are presented at town meeting. He feels the board is trying to
blame the Conservation Commission or NRT for not "explaining" the article properly.
Chairman Kozlowski stated that is not the case and they have agreed to disagree.
