leaves. Mr. Salvas stated that the last manager left in the beginning of July and corp.

The members of the Board of Assessors where present for the meeting.
They are right on track compiling data to submit to the state for tax assessments.
The way properties are assessed can be very confusing as the data used is always 2 years
behind the current prices due to the way the MA regulations work.
Selectman Aptowitz is glad that the assessors brought that up as he gets asked why old
data is used all the time. The assessors also mentioned that it's not just Mansfield, all
the towns have this issue.
The town uses Vision Assessment for our tax assessment programs. It is the largest
certified provider in the state and as they have served Mansfield for several years they
are very familiar with the way the town works. Even so, the Board of Assessors goes out
to bid every three years.
The board members explained how valuations work and how prop. 2 t affects property
taxes.
Selectman Moran asked a couple of questions regarding the tax reassessment process.
The rates are put into the Vision software program and it does the calculations.
Selectman Dentino commented on the single family home median staying the same as last
year.
Chairman Kozlowski asked how the data is filtered into the program and the board
explained how different types of sales are accounted for.
The Board of Selectmen then thanked the Board of Assessors for coming in.

This is a new job description for the water division; which was funded in the budget at a
grade 1 operator level and replaces a skilled laborer that had retired. With the addition
of the new Albertini Treatment plant going on line, we now have three water site
treatment plants along the chemical addition and monitoring at four well sites and the
Foolish Hill water tank.
This will also provide a good training program for someone who can then move up to Water
Treatment Operator when a vacancy arises. We have had difficulty finding experienced
operators in the past.
After a few questions the board thanked Mr. Azinheira for the comprehensive description
of the position and the need for it.
Motion: To approve job description. (Moran I Annino) 5:0 passes

The developer provided the Board of Selectmen with a marketing packet that explained
how they target low to mid income applicants.
The Town of Mansfield's planning board approved the site plans and granted the
developer a special permit and a special permit from the zoning board of appeals to alter
the pre-existing non-conforming use in a residential district.
The developer is applying for certification of affordable housing for low and moderate
income households. (In this case age 55 +). He needs approval from both the Board of
Selectmen and the Housing Corporation in order to file this with the state.
Selectman Dentino asked a couple of questions about the Affirmative Action Marketing

frequently asked questions.

Selectman Annino was not present at the last meeting so the board briefly discussed the
matter again.
Selectman Dentino reiterated his objections to the plan from last week. Mr. Ross stated
that the applicants need to demonstrate the need for the stickers, so they are limited.
After a brief overview of the regulations and why they are formulated the way they are,
the board voted.
Stan Feck, town resident, asked the board why they need this. Main St. business
employees should be parking off street. Perhaps the town should just ask the businesses
to park off the main street. Mr. Ross stated that he has dealt with parking issues for
years and it's difficult to serve everyone.
