HomeMy WebLinkAboutSELECTMENminutes05302012 Town of Mansfield Board of Selectmen Minutes of May 30, 2012 Present: Chairman Olivier Kozlowski, Clerk Kevin Moran, Selectman Jess Aptowitz, Selectman Douglas Annino. William Ross Town Manager Absent: Vice Chairman George Dentino Finance Committee interviews Walter Wilk, Sawmill Ct. Mr. Wilk has served on the fincomm in the past and would like to again as he enjoyed it and feels the committee could use some stability. Selectman Aptowitz stated that Mr. Wilk is a great candidate with an extensive financial background and thanked him for applying. Selectman Moran is familiar with Mr. Wilk's former time on the fincomm. He asked Mr. Wilk what his thoughts are on the town's capital plan. . Mr. Wilk stated that he feels fincomm should be involved with CIP in order to properly forecast and fund for budget needs. He also stated that we need to do a better job getting the budget out before town meeting and educate town meeting voters how to understand the budget as a whole. Selectman Annino asked how he would, as a fincomm member, interact with both the school committee and the Board of Selectmen and together. Mr. Wilk stated that disagreement can be healthy but you need to be able to come to consensus for the good of the town. Chairman Kozlowski asked a couple of questions for Mr. Schoonveld (fincomm member). about the role of fincomm in strategic planning, etc. Mr. Wilk stated that he feels that the fincomm should be involved in other areas such as strategic planning so that they can be of service all year long, not just at budget season. Mr. Ross stated that he is very pleased to hear that. It is an important step forward for all parts of the organization to work together collaboratively. Motion: To appoint Walter Wilk to a term to expire Jan 1, 2015. (Annino/ Aptowitz) 4:0 passes Board of Selectmen Minutes of May 30, 2012 James Bazinet, Squire Ave. Has extensive risk management skills in addition to being on the Democratic Town Committee budget and audit sub-committees. Selectman Annino thanked Mr. Bazinet for coming in and stated that he and the town could really benefit from his level of financial expertise. Mr. Bazinet stated that he agrees with everything Mr. Wilk had previously stated about transparency, fincomm involvement and town meeting education. Selectman Moran stated that is very impressed with Mr. Wilk's background and asked how he felt about the town's economic improvement plan or other growth incentives. Selectman Aptowitz also stated that Mr. Bazinet has a great financial background that is very transferable to municipal accounting. Once he learns the lingo that is specific to municipalities he will be fine. While everyone on the fincomm has a financial background they are all different with their own specialties. Mr. Bazinet did have a few questions about why the former fincomm all resigned. The only information he has is from the newspaper. As such, he would like to talk to those former members to see what their issues were. Selectman Aptowitz also stated that he would be happy to discuss fincomm matters with Mr. Bazinet as well. Police Chief approves. Motion: To approve (Annino/ Aptowitz) 4:0 passes Correspondence . Boy Scout Troop 17 Court of Honor for Mitchell Negus on June 24th. Town Managers Report . VFW sign will be available next week for review . Previous erp articles are being reviewed and the funds will be able to be used for other related projects. . Budget projects are underway and will be out to school, Board of Selectmen and fincomm soon. . The indemnity insurance quote for the Comcast Center license will be available next week. . Summer meeting schedule needs to be set. BOS Updates Chairman Kozlowski: Would like to see other boards and committees post their agendas and minutes on the web. However, they don't all do it as regularly as they should. . Selectman Aptowitz: Would like to see financial study report/presentation. It was supposed to be available by town meeting. Mr. Ross will schedule them for a meeting. Selectman Aptowitz apologized for not being at the Memorial Day parade. however he was away with his family. . Selectman Annino: Would like quarterly reports from boards and committees. Board of Selectmen Minutes of May 30. 2012 3 Mr. Ross will contact them all. Asked when joint School Committee/Board of Selectmen is going to be. Also info on strategic plan. Mr. Ross will be scheduling soon. . Selectman Moran: None .
