Town Managers Report - Town Manager Ross told the Board that they are moving forward
with reconstituting the microphone system in Conference Room 3AB as well as putting in an
overhead projector so you can project from computers directly onto the screen. He said that
all of this is going to be paid for by Mansfield Cable Access. Also, the electric and carpet are
going to be replaced in Conference Room 3AB, the room next to it and in the hallway and tlus
is included in the Town's budget. Town Manager Ross was happy to report that there would
no longer be jumbled wire under the carpet wluch means it will be less hazardous as well as
more professional.
Town Manager Ross also said that at the previous night's School Committee meeting
concerns had been raised about the scheduling of the Town meeting. He told the School
Committee Chairman that he would put it back on the Selectmen's agenda and they could
decide whether or not they wanted to consider looking at other dates.
Town Manager Ross said he was taken aback at last night's School Committee meeting when
the School Superintendent was surprised that the warrant items for the Town Meeting had to
be in so early. Town Manager Ross stated that the charter says the Town meeting will be held
on the second Tuesday in April and that the state statute says the warrant items have to be
posted at least seven days before the chmier date for the Town meeting. He believes tlus
should not have been a surprise to anybody and felt that it needed public correction. He
reiterated that he wanted to get tlus out there not as a criticism but as a correction.
Old and New Business-
Selectman Kozlowski noted that the School Committee chose to set a date for a budget
information meeting on Wednesday, March 28. He said it is regrettable that they chose a date
on which the Selectmen already meet.
Selectman Kozlowski said that in regards to the parking enterprise fund, it was decided that
the money could not be used to level the Fales property because it's not related to the
commuter rail station. He suggested that the money could be used to create a commuter rail
parking lot at the Fales fuel spot. He believed they could charge a cheaper amount for
parking because it would be a Town lot. He also pointed out even though it's a bit of a walk
to the train station it offers a way to avoid the bottleneck that occurs there.
Selectman Dentino inquired about sand removal as the winter is coming to a close. Town
Manager Ross said that Lee Azinheira has indicated that he is about ready to begin as soon as
he is cellain there will be no freezing temperatures.
Selectman Annillo brought up the subject of "Keep Mansfield Beautiful" now that spring is
coming. Town Manager Ross said he is bringing in pall-time people for painting. Selectman
Amlino said that his biggest concern is sidewalks. He suggested banners on streetlight poles
as well as hanging plant baskets. He suggested that downtown merchants could chip in to pay
for the watering of the hanging baskets.
Selectman Anllino congratulated Jason Abramoski, a Mansfield police officer who graduated
last Friday from the State Police.
Selectman Armino announced that the Italian Heritage Committec is going to get started on
soliciting donations for the North Common restoration.
Chairman Aptowitz asked Town Manager Ross to schedule a discussion of the budget process
for next week's Selectmen meeting.
Chairman Aptowitz said he attended the School Committee meeting last night and was very
disappointed. He repolled that the School Committee said that they're going to wait and see
what happens with the budget. In the meantime they have cut very little and have a huge
deficit. Chairman Aptowitz commented that a lot of unbalancing needs to be balanced.
Selectman Moran said he is confident that no one who lives in this community can possibly
think that is a viable approach. He believes a compromise will be reached.
Selectman Dentino asked Town Manager Ross in regards to the draft for the Comcast license,
could they do something with the color red when there is a change being made. Town
Manager Ross will look into that.
Motion: To adjoul'll the Selectmen meeting at 9:50
