Salary increase line item includes extra personnel hours, police and fire stipends and union
step and lane increases. All these are represented in one line item.
Chapter 70 funds have continued to decrease or stay flat the past few years and looks to
continue the same for next year. We have seen student populations start to drop and as
such our Chapter 70 funding will drop.
Selectman Dentino asked a few questions about the salary line item. Most of the unions
have come to agreement and have settled their contracts.
Mr. Ross stated that the state requires towns to maintain a "cash basis" for their budgets
so our budget will spike in years that people retire. Most states utilize a more stable
method where expenses are paid at the rate they were accrued.
Retirements and new hires are particularly expensive with police and fire personnel due to
the extensive training they must go through before working independently.

Chairman Aptowitz stated he is concerned that they are not forecasting anything for
capital expenditures. Once free cash is confirmed he would like to see the capital plan
reviewed again.
Once capital projects are appropriated at town meeting (and then not done) the projects
can be done in future years unless town meeting votes again to rescind the funds.
The schools have a number of projects that they are preparing for even though funds are
not yet available. If the funds are not appropriated at town meeting those unfunded
projects will not start or continue.
Annual town meeting date discussion
Helen Christian, Town Clerk is present for discussion. Town elections are May 8th and it
takes at least 5 weeks to prepare for it. Mrs. Christian stated it would take an
extraordinary amount of work to hold a town meeting and town elections a week or two
apart.
Motion: May 22, 2012 town meeting date. (Moran/ Annino) withdrawn
Selectman Dentino stated that it wasn't fair to hold town meeting after the elections as
sitting board members would not necessarily be apart of the town meeting process.
In addition, a possible new board member would be coming on just before town meeting.

Selectman Kozlowski then asked if the board would be interested in a town meeting
article to recover the actual costs expended by the police department when people
are taken into protective custody. In contrast to last year's public intoxication
bylaw, which was passed by town meeting but not approved by the Attorney
General, this bylaw would remove intoxication as a factor, and impose a fine on
people taken into protective custody for being a danger to themselves or others.
The fine would be the amount of expenses paid by the police department on their
behalf, with a maximum of $200. A placeholder will be put on the town meeting
warrant and a draft of the bylaw will be circulated for later discussion by the
board.
Chairman Aptowitz: Thank you to Eric Baldwin, Tournament Players Club Manager
for bringing us the donation check from the Deutsche Bank Championship.
He went to another Veterans District meeting earlier this week and the towns have
designated roles for each town. Our agent John Hogan is working diligently to
bring Norton and Easton up to speed in their reimbursements.
Both police and fire personnel have suffered over the years and this year it is
crucial that they are properly funded.
Parking Committee update: Fales Oil property was discussed as possible parking for
down town.
New tenant in Cabot Business Park open last week and Chairman Aptowitz attended
ribbon cutting.
Last week Mr. Ross's evaluation was done and his salary will be discussed next week.
· Selectman Annino: Questions on who owns/controls school property. The town
owns school property however the school superintendent and school committee
control the properties.
Additional questions on CIP procedures for school athletics projects.
Selectman Moran: He was absent last week and does not agree to having a
referendum at town meeting for street lights. There is a cost associated with this
and should be decided by the board. It is a large amount that needs to be
budgeted.
· Selectman Dentino: Questions about street sweeping and chip sealing. The DPW
has done some hand sweeping but it has been minimal due to weather.
