Absent: Minutes are recorded separately. Nancy Eames and Scott Eames are present far the discussion. Selectman Kozlowski handed out a map to thel Board of Selectmen for review. The Eames family property is surrounded by town conservation land and is available to the town for $6,000. This property is nearby Wi~ch Pond and is in a water conservation district. Selectmen Annino and Moran feel the property should be purchased as it was the intent of I the 1998 town meeting to and was left out in ~rror. There was a short discussion on the possible ~ses of the land including inquires about putting a cell tower there. I As stated in prior meetings, Selectman Dentitf10 is still opposed to purchasing land and feels it is unusable and unneeded by the townl Chairman Aptowitz feels divided as this has g~ne to town meeting twice. Once in 1998 for $6k and passed. Once just recently for a lar~er sum of money and it failed. He doesn't want to second guess the intent of town meeting and is unsure of the value to the town. His project is beautification of the new animal shelter entrance and grounds. Below is his summary: Board of Selectmen Minutes of July 20, 2011 r I will be planting trees along the property line to provide some privacy for the neighbors in later years. I will also build a stone planter that will s~rve as a border for the new sign that the Animal Shelter has just received and inst~1I a fence around the edge of the road to serve as a barrier between the sign and tije road. r will also repaint the metal gates and ins~all stoppers to keep them from swinging free. r will lastly add mulch and loam to make tHe area look better and more attractive and we will clear the extra brush as needed. This project was planned with the help and adrvice of Mr. Lou Andrews and Mr. Howard Fisk and they have approved all of the final pl~ns. I will also be fundraising for this project. I Due to my current age, r have a time restrictibn of the next 7 months to complete my project and will not be able to complete it dur,ng the winter because the ground will be frozen and it will be impossible to dig the hole~ needed for each part of the project. r will thus be looking to complete the project /by the end of September. 'I(Annino/Moran) 5:0 passes A total of 13 RFP's were sent to consulting firm$ for a town wide strategic plan. Only two firms provided a written response. Copies of those written responses were distribu~ed to the review committee for consultant selection. Both the committee and th~ town manager felt that Mullin Associates was the top choice to perform this important pl~nning process for the town. Board of Selectmen Minutes of July 20, 2011 2 "" A strategic plan including both the Town and ISchool Dept. is a unique undertaking in MA and could set a precedent for strategic plann,ng processes by other communities. A strategic plan building on the Town's Master Land Use Plan is an extremely significant project and we believe that Dr. Mullin is the ~est choice for Mansfield. Selectman Dentino asked how many times th~ town has used Dr. Mullins services. Mr. Ross thinks it may have been 2 to 3 times over th~ years. Selectman Dentino is not sure of the value in Idoing a strategic plan at this time. I i Selectman Annino has worked with Dr. Mullin Ilin the past and believes that he will help the town move forward. The plan also has a large component for public input combined with a school/ municipal use twist that other plans ~ave not had in the past. I Selectman Moran would really like to do this actually see something accomplished. Q&C can't use the town planner to do the study Chairman Aptowitz wonders why the town and save the money. Mr. Ross stated that this project is quite professional to lead it. Mr. Burke will and needs a dedicated and objective being assisting with the study.
