Motion: To appoint Chairman Aptowitz to Audit Committee. (Kozlowski/ Annino) 4:0 passes Mr. Ross followed up with a brief comment about union personnel moving to the new Blue Cross plan. This will immediately save the town money as the migration concludes. Old Country Store sign request Chris and Lauryn Baker, owners of the Old Country Store are present at meeting. Mr. and Mrs. Baker would like to place a sign on School Street near Mansfield Crossing to encourage traffic to shop in West Mansfield as well. They are interested in a sign that is similar to the downtown business district signs that are on Rt. 106 and Rt. 140 advertising the down town area. Board of Selectmen Minutes of July 6, 2011 Selectman Kozlowski stated he appreciates having the store in town. However, he is concerned about whether, if the Old Country Store was granted an off-site sign, every b!isiness could also ask for an off-site sign. He also asked about whether there were off- site sign provisions contained within the zoning bylaw, and whether the ZBA could do anything for the applicants. Selectman Annino stated the sign would be on town property so the request does come before the bos for approval. Chairman Aptowitz stated that the zoning enforcement agent has been diligent in enforcing zoning regulations regarding signage and placements of. Having too many signs on the street causes some visual disturbance to drivers, especially in a busy area such as Mansfield Crossing. Selectman Kozlowski is concerned about the town having criteria in place for off-site sign requests, particularly on town land. Selectman Dentino stated that the Comcast Center only has additional signage as it is a major destination in town. Mr. Baker asked if there would be a difference if the Country Store was designated an historical site. Selectman Kozlowski wasn't sure if that would make a difference, but asked whether the Fisher Richardson house has an off-site sign. Selectman Annino and Dentino are uneasy that having a sign for the old country store on town property would set a prescient and other store would want them too. Selectman Annino would like to study the idea of a sign policy before voting on approval of such. He would like to eventually see all the signs in town in a uniform size, style and color. Chairman Aptowitz stated that if they could put up a "West Mansfield Village" sign it would be comparable to the down town businesses signs. Mr. Ross then stated that he could have the town planner and zoning officer assist in coming up with some guidelines. Mr. Ross will consult with staff and report back to the Board of Selectmen next month. Board of Selectmen Minutes of July 6, 2011 2 Eames property discussion Postponed to July 20, 2011.
