Board of Selectmen
Minutes of April 13, 2011
Present:
Chairman Kevin Moran, Vice Chairman George Dentino, Clerk Douglas Annino,
Selectman Jess Aptowitz, Selectman Olivier Kozlowski, William Ross Town

Absent:
Elks Flagpole presentation
Ed Rosenberg and Charlie Mulcahy, Elks members presented the Board of Selectmen with
a check for $1000 for the south common flagpole in the name of Corey Shea.
Mr. Rosenberg challenged the audience at large to donate and the Elks will match the
donation. As such, he commented that the N. Common is in need of replacement as well so
they would like to start that after the South Common one.
Veterans Agent John Hogan accepted the check for the town on behalf of the family.
Town Manager provided the board and audience with a brief overview of what the pole will
be made of and what it will look like.
Selectman Dentino thanked the Elks for their contribution and modeled his Corey Shea
tee shirt for the audience. The rest of the board then thanked the Elks and Mr. Hogan
for all their hard work.
Innovative Ideas Program
Selectman Kozlowski read ideas submitted. The board then briefly discussed the program
submissions and the possibilities they may present.
Selectman Kozlowski then presented the board with a form that could be used for
submissions. Selectman Aptowitz suggested we put the town seal on the application to
make it uniform.
Mr. Ross will consult with various departments to see if any of the ideas can be
implemented.

Selectman Annino Discussion Items
Mr. Ross reviewed each item from Selectman Annino's list and has made written
suggestions/comments for bos review.
. Drug and Alcohol Policy (school/police)
. Comcast Center license
. Downtown signage
. Review of Main St. as one way
. New sidewalk and curbing repair in downtown area
. Downtown enhancements near commuter rail
. Incentives for development of downtown area
. Painting of rt. 106 overpass
. Developing standards for downtown items

. Making Mansfield a Green Community

. Purchase or lease of property next to N. Main St. fire station

Town Manager review
Chairman Moran stated that he has created a summary document for the town manager
review that compiles the answers from all board members. That document will be available
to the public once discussed and voted.
. Legislative Relations: score of 10 out of 10
. Public Relations/Communications: score of 9 out of 10
. Budget Preparation and Administration: score of 9.4 out of 10
. Managerial Skills: score of 9.7 out of 10
. Direction/supervision of town organization: score of 9 out of 10
. Personal and Professional growth of Town Manager: score of 9.8 out of 10
. Overall Rating: score of 9.64 out of 10
The Board of Selectmen thanked Mr. Ross for his leadership and administrative support
this past year. They look forward to working with him for years to come.
Mr. Ross thanked the Board of Selectmen for all their support over the past year and
hopes to remain a part of the Mansfield community for years to come as well.

Motion: To accept town manager review. (Aptowitz/Kozlowski) 5:0 passes
The Board of Selectmen then thanked Chairman Moran for compiling the report for the
board and commented on the great job he has done.
Mr. Ross made closing comments on his review and requested that the board not give him a
raise due to the tight economic times the town is experiencing.
Q&C
Karl Clemmey, Essex St. Would still like to see the Board of Selectmen endorse the
construction of a northbound 495 ramp. Mr. Ross will look into.
Weekly Business
Warrant No. 1l041T in the amount of $124,543.01
Motion: To approve (Annino/Kozlowski) 5:0 passes
Warrant No. 1l041E in the amount of $23,472.95
Motion: To approve (Aptowitz/Kozlowski) 5:0 passes
Payroll warrant was not able to be processed this week and the Board of Selectmen
would like Mr. Ross to release the payroll as scheduled.

. Drainlayer license application for Furtado Excavation. Town Engineer
recommends approval.

Correspondence
· Letters of Commendation from Chief O'Neill for Officers Armstrong, Souza,
Thibault, Lattanzio for their individual and collective actions in a difficult
situation last week.
· Letter from SE Regional School Superintendent Lopes regarding the MSBA
addition and renovation project. Requesting support letter from bos.
Motion: To send letter of acceptance. (Kozlowskil Annino) 5:0 passes
Town Managers Report
. Ramps at MBTA discussed during MBTA/GATRA meeting this afternoon.
These ramps will assist disabled commuters and will be constructed and
maintained by the MBTA.
Selectman Aptowitz asked if Mansfield residents could be cut a discount on the
$4 a day parking fee. A short discussion of fees and the use of the parking
enterprise account. Mr. Ross will look into the contract and report back to the
Board of Selectmen.
. Delay of salt bill from last week has been resolved
. House budget numbers and health care insurance amendment
. Next Monday is Patriots Day and the town hall will be closed
BOS Updates
. Selectman Kozlowski: None
. Selectman Aptowitz: Town accountant update: Three candidates have been
interviewed and invited back for a second interview next week.
Flagpole update: $ has been raised for flagpole to be purchased. However, we still
need additional funds for construction.

. Selectman Annino: Update on strategic plan? Selectman Kozlowski will complete his
tomorrow and return to Mr. Ross for next week.
. Selectman Dentino: Still wearing his tee shirt and would appreciate any donations
people can give to the fund.
. Chairman Moran: Annual report is out and available to the public.
FinComm meetings will be set up soon to discuss budget.
Thursday, May 26th is the town meeting date.
