Mrs. Doherty provided a brief update on what the Municipal Building Committee (MBC) does its role in town projects and further, an update on the project at the Robinson School. The window replacement project isn't like replacing windows in a house or townhall. The school windows are a "window wall" which ties into the ceiling and is a structural part of the building. As such, the town is required by law to have a design consultant (other contractors as necessary) involved in the project. $350,000 will start the window project at the Robinson School and they will replace as many of the windows as they can with that amount. Any additional work will need to be budgeted in future years. Chairman Aptowitz stated that unfortunately when people voted the project at town meeting, a lot of residents thought that amount was for the whole project. Selectman Annino asked if the school field and track are being handled by the MBC. Mr. Ross stated no, they are not required to as it is not a structure. MBC only gets involved in vertical projects. Selectman Dentino had a few questions about the project going through a RFP process but the project isn't ready to bid yet. It's still in the design phases and gone out for a RFQ though. Ms. Doherty stated The MBC is required to use the services of a design professional for project of this magnitude based upon the MA State Building Code. This is a controlled construction project which means that the building area is >35,000 cubic feet. The Board of Selectmen Minutes of March 7. 2012 Building Inspector would not be able to issue a building permit without the "stamp" of a registered professional. Selectman Moran stated that when doing rehab/reconstruction work you never know actually what it will cost. We have a set amount of funds available and the most work will be done for that amount. Mrs. Doherty commented that they are reviewing applicants and the contract/work should start in the next couple of weeks. Parking enterprise account Andy Gazzolo, Fincomm Chairman is present for discussion. Commuter Parking Enterprise 1- Overview - Enterprise created to maintain parking lots, police details and buy paying machines. 2- Revenue Resident Parking places: 431 (388) 90% occupancy MBTA Parking Places: 278 (222) 80% occupancy Week Days 260 K$ Per place Total pjday FY13 Resident $1 $388 $101 MBTA $4 $888 $231 Total(l) $1,276 $332 Resident $2 $776 $202 MBTA $4 $888 $231 Total (2) $1,664 $433 Resident $4 $1,552 $404 MBTA $4 $888 $231 Total wlo change $2,440 $635 Other Revenue: Fees & Fines $50,000 Option Option 1 2 I Total Revenue $382K $483K 3- Expenses Board of Selectmen Minutes of March 7, 2012 2 FY13 Capital improvmts. $483,000 Should come from retained earnings 4- Reserve Fund 5- Interfund Transfer (FY12)Fund Balance Reserved $611,000 $100,000 I FINCOM recommendation: OPTION 2 Open Issues/Recommendations: - Fees paid by lot owners need to be reviewed. - One person to be responsible for this enterprise account. - Define maximum amount on Reserve Fund based on 5 year requirements. Mr. Ross stated that the parking enterprise account and related projects will be handled by the DPW dept. However, the parking enforcement officer will remain under the police dept. The Winthrop St. lot needs repaving and other work in addition to some other lot work. (That is why the account has been accruing funds). Mr. Ross also believes that Mansfield is the first towns to get electronic pay boxes that will accept credit cards. The less cash that is handed the more efficient the system will work. The pay by phone system has been very popular so they suspect this system will be popular as well. Selectman Annino asked if the reserve funds will be able to be used for lot "area" improvements such as landscaping, trees ect. Mr. Ross would like to see that as well however we have to see how much lot work is needed first. Selectman Dentino isn't a big fan of parking garages. He stated the one in Canton is often not full. In addition, he does not feel it is fair to add that kind of parking to an already crowed neighborhood (streets that abut station parking). When the need arises for more parking in the area, we can then look at moving forward. However, he does not feel this is the time. Mr. Ross would like to work with the private owners in the train district to foster redevelopment for that area. This in addition to any grant or government funding that may be available at the time. Board of Selectmen Minutes of March 7, 2012 3 Motion: To reduce resident parking to $2.00 effective July 1, 2012 (for town lots) (Kozlowski/Moran) 5:0 passes Annual town meeting. date and warrant articles discussion The town meeting articles are almost ready for review; they are being put into final format and will be ready for the March 21't meeting. Paul DeRensis, Town Counsel, will not be available for our proposed town meeting date of April 24,2012. As such the board needs to decide if they want to change the date. Selectman Kozlowski stated that the board had a difficult time scheduling the 24th date so finding another one that everyone can make may be tough. Selectman Annino does not want to have town meeting without Atty. DeRensis. Selectman Kozlowski is inclined to use another town counsel staff member and keep the original date. The only other date available is May 22nd. Upon further discussion the Board of Selectmen decided to keep the original date of April 24th. Q&C Jim Miller, Booster Club run organizer. He is concerned that his race has not been approved yet and that the Police Chief was not in support of their route. Mr. Ross stated that there seems to be some confusion as to what race this is.
