NE Sportservice Hearing - Alteration of Premises
Motion: To continue public hearing from January 11, 2012. (Annino/Kozlowski) 4:0 passes
Bruce Montgomery, Comcast Center Manager, Atty. Ken Felter and NE Sportservice
Manager of Record, Robin Anderson are present for meeting.
Alteration of premises to wine and malt license at the Comcast Center. A revised
"detailed description of alteration of premises" was presented to the Board of Selectmen
that made it clear that at no time would more than 144,000 square ft of the area located
in the parking lot be used a s a portion of the licensed premises.
There were concerns at the last meeting that they would expand the premises when in
actuality they only wanted the ability to "shift" the premise location as is conducive to the
venue.
Chief O'Neill sent a memo to the board stating that he has reviewed the site with the
manager and is comfortable with the changes they are proposing.
Selectman Annino briefly recapped the last meeting they had with the Comcast Center
staff and counsel. They did not have a good map that reflected the area to be used and
the request was not worded the way it should have been to clearly demonstrate the
proposed use.
Selectman Dentino asked a few questions about the use of lot 11 in addition to lot 10.
Mr. Montgomery explained how the sq. footage of use will not change, only the
configuration of it.
Selectman Dentino asked Mr. Montgomery to commit to stage and sound agreements
before approving the change to the liquor license. However, Mr. Montgomery stated he
could not do that at this time (as the hearing this evening was for a change to the liquor
license.)
Board of Selectmen Minutes of February 15. 2012
Then when asked by Selectman Dentino if he could agree to face the stages towards the
woods behind the back of the pavilion Mr. Montgomery stated the only thing he could
guarantee was that they wouldn't face any stages across the front of the building, which
would send noise down S. Main St. towards town.
He and the Board of Selectmen have spoken several times about the sound issues that
Selectman Dentino was referencing and they have diligently worked on abating.
Atty. Feldman asked Selectman Dentino if he could keep his questions to the license
request on hand as his questions have been more about the entertainment license.
He would be happy to address any questions regarding the service of liquor or location
there of.
Selectman Kozlowski asked if the change of premises configuration would change the way
the flow of foot traffic and security measures. Mr. Montgomery stated no, the type of
fencing and security would be the same as they presently are.
Selectman Annino asked if the building inspector would be involved in any of these
changes. Mr. Montgomery stated that they do consult with Mr. Riccio several times
throughout the season.
Selectman Dentino and Kozlowski asked a few more questions about fencing and staging
however Mr. Ross stated that was more towards the entertainment license.
Motion: To close public hearing. (Kozlowski/ Annino) 4:0 passes
Motion: To approve change of premises as requested. (Annino/Kozlowski) 3:1 passes
Discussion: Selectman Kozlowski asked when the license was expanded the last time. Ms.
Anderson stated it was in 2004.
After a short discussion of fencing, capacity, egress and such Mr. Ross stated that our
public safety staff is on duty during concerts and does an excellent job controlling that.
Change of Manager- Chipotle Mexican Grill
Proposed Manager Emily Carr is present for hearing. Ms. Carr has taken over for former
manager Philip Wallach. Ms. Carr has worked for Chipotle since May of 2010.
The Board of Selectmen has been distressed that several of our licensees have not
notified us of changes in management until several months later. It is a problem across
the state and the ABCC is looking at ways to curb it.

BOS Updates
. Selectman Kozlowski: update on community gardening project. The YMCA has also
taken an interest in participating in a garden project as they have done so in other
surrounding towns. If you are interested in participating or want more information
please email himatokozlowski@mansfieldma.com
We have not been able to put up the town budget on the website as it is too big.
It would probably crash the server. And there may be sensitive information in
there as well. Mr. Ross suggested that we put summaries up for the public to view.
o Chairman Aptowitz: Attended his first Crossroads Veterans District meeting last
week. He also attended a joint bos/school committee meeting earlier this week.
A new flag will be hung on the Corey Shea flagpole this summer.
The pilot program (MMED) needs to be reviewed as well.
