Board of Selectmen
Minutes of December 22, 2010
Present:
Chairman Kevin Moran, Vice Chairman George Dentino, Selectman Jess
Aptowitz, Selectman Olivier Kozlowski, William Ross, Town Manager
Absent:
Clerk Douglas Annino
Airport Commission
Carl Lambrecht, Denwood St. resident. He has been a member since 2005 and wishes to
continue service on the Commission. His primary focus is ensuring the airport is accessible
and beneficial to pilots and non-pilots alike.
Rodney Stearns, Union St. resident. Life long resident of Mansfield and would like to see
the airport master plan carried forward. He is retired now but has commercial pilot and
business management background. He was also an aviation safety officer while serving on
active duty in US Navy. He has also served as Chairman on past airport commissions.
Robert Andrews, Fruit St. resident. Has been a member since 1986 and to continue and
ensure the airport and its operation remain safe and a good neighbor to the town. He
works for US Airways and as such is well versed in FAA, other government agency rules
and regulations.
Paul McDonough, Ware St. resident. He lives a t mile from airport and has significant
professional engineering experience in airport development and rehabilitation. He works
for Louis Berger Group as a Sr. Airport Project Manager and as such has working
knowledge of FAA, other government agency rules and regulations.
Selectman Kozlowski asked the candidates how best the airport could serve the town.
Mr. Lambrecht stated that local businesses, in addition to the Comcast Center/PGA in
Norton use the airport. He would like to continue advertising the airport to the community.
Mr. Stearns likes the fact that the airport is a small community airport and does not see it
expanding much.
Mr. Andrews stated that he would like to continue drawing pilots to the facility.
Board of Selectmen Minutes of December 22, 2010
Mr. McDonough would like to see the hangers updated. He also agrees with the others that
it is a small airport and will most likely not expand much. Safety concerns are a big issue
with the FAA and he has been closely monitoring that issue.
Mr. Andrews then stated that the airport commission has been working with the abutting
residents to see if they can get some of the surrounding trees cut down to improve safety
measures for the pilots.
All the candidates agree that the hangers and terminal building need work or replacement
soon. The commission is currently working on updating the airport master plan.
Mr. Lambrecht stated that Mr. McDonough is correct in the fact that the FAA puts a high
priority on safety measures. As such, FAA funding starts at the runway and expands out
through the facility.
Selectman Aptowitz has read all the applications and stated that all four candidates are
highly qualified. He wishes there were four spots available on the commission, however
there is only two.
Selectman Aptowitz then asked the candidates if there were any plans for expansion at
the airport. Mr. Lambrecht stated that the airport abuts wetlands so he does not see
much opportunity to expand the operations.
Mr. Stearns would like to serve on the commission again but understands that incumbents
are not usually replaced unless there is a very good reason. That does not seem to be the
case here and he will not be slighted in the least if he is not appointed.
Mr. McDonough feels that there may be some room for expansion even though the
property abuts wetlands. However, there are no current plans for expansion at this time.
Selectman Aptowitz asked the candidates if they felt the airport manager was doing a
good job.
Mr. McDonough felt that King Aviation does a good job and tries hard to keep things up at
the facilities.
Mr. Andrews stated that King has done a good job in the past but there is room for
improvement.
Mr. Stearns is an active pilot and has not seen any major fault with the facility
management.

candidates already. He is glad to see that the commission is actively following safety
concerns and working on them as needed.

that when the economy turns up they will be worked on.
Chairman Moran did not have any additional questions for the candidates as they had all

grant monies. Mr. Lambrecht stated they are.
