Vehicle use policy
Mr. Ross recapped the history of the vehicle use policy and suggested a few changes in
wording. However, before any policy can be adopted Mr. Ross must bargain with the unions
affected by this proposed policy.
Selectmen Annino and Kozlowski are concerned about the violations section of the policy
where punishment is stated "may". The board members would prefer the word "shall".
"conviction for such an offense SHALL be grounds for loss of municipal vehicle privileges
and lor further disciplinary action."
Selectman Dentino is concerned over a lack of penalty for employees that violate the
policy. Chairman Moran and stated that the personnel policy and union contracts would be
used to enforce those violations. Additionally Selectman Kozlowski suggested the board
just add a catch all phrase that would cover how discipline would be handled. Mr. Ross
agreed.
Selectman Dentino would also like to remove the word "generally" from #13 of rules
governing use. Mr. Ross agreed.
Mr. Ross will bring this proposed policy to the bargaining units for discussion and then
bring back to the board for ratification.
Compensation time policy
Selectman Dentino would like a reduction of comp time listed under #1. He requested the
paragraph be reworded for other changes as well. Selectman Kozlowski also had questions
about wording in #1.
#2 changes: limited to the amount of time necessary for employee to be present.

from Selectman Kozlowski of "within a calendar year" to "by the first six months."
#4 After a brief discussion, this item was left as is.
#5 After a brief discussion, this item was left as is.
#6 Selectman Aptowitz reiterated that while mandated by union contract, he feels that
dept. heads/directors are salaried and should be exempt from comp time. After a
lengthy discussion among the members, it was decided that this item will be reworded.
#7 Selectman Dentino would like to be able to utilize "management rights" within the
contracts. However, Mr. Ross will rewrite proposed policy and resubmit to the board.
Payroll policy
The town and school administration will be going back to utilizing an outside service as of
January 2011.
Selectman Dentino had questions about payroll within the MMED. However, Mr. Ross asked
to delay that discussion until Mr. Babin can be present.

Selectman Dentino would like to continue focusing on the budget and ways to pare it down.
Selectman Annino would also like to focus on financial issues as well. As everyone knows,
he is interested in the development of the down town area, and as such he would like the
Board of Selectmen to work on this.
Selectman Aptowitz reiterated the desires of Selectmen Annino and Dentino. He too is
interested in down town development. However, it does take financial resources that we
may not have now. As such he stated that providing services to the residents needs to be
the first priority.
Selectman Kozlowski agreed with the other board members about the downtown area and
the economy in general.
Each one of the board members stated that Mr. Ross has done a great job in assisting
them in the short time he has been here.
Chairman Moran wanted to get these ideas out from the board as they tend to get bogged
down, primarily during the budget/town meeting seasons.
Mr. Ross recapped some of his ideas that coincide with the boards. He also stated that
many of the ideas discussed will be addressed during the strategic planning process.
