Jim Gallo Presentation
Jay Barrows, State Representative is present along with School Committee members Jim
Perry, Jean Miller and Supt. Brenda Hodges to provide proclamation to Mr. Gallo (former
band leader) for his 30 years of service to the town and the residents of Mansfield.
Mr. Gallo received separate proclamations from the School Committee, Board of
Selectmen and Rep. Barrows. Chairman Moran also named Saturday, November 6th James
Gallo Day.
Mr. Gallo thanked all the people present for their kind words and thoughts.
Denise Anderson - Class II auto license request
Denise Anderson, 195 Tremont St. Thank you for naming the South Common flagpole after
my late son, Corey Shea. It really is an honor and I am forever grateful to everyone who
has supported me over the past years.
Ms. Anderson would like to apply for a class II auto license in order to start an auto
donation program under the Corey Shea Memorial Scholarship Fund.
When the vehicles are donated by the donor's, the titles have to be made out to the Corey
Shea Memorial Fund. Then we have to reassign them to the vendors who pick up the cars
for us. The vendors are licensed dealers themselves, who dispose of the vehicles. So to
properly reassign the titles over to the licensed vendors we need to have a class II
license.
This is for legal (paper work) purposes only to complete the reassignment process. Under
no circumstances will there be any display or vehicles on premises, picked up or dropped
off. Any vehicles involved will be stored, delivered or pick up at Norfolk Auto Brokers.
Board of Selectmen Minutes of November 3, 2010
Selectman Kozlowski asked where the vehicles would go. Mrs. Anderson stated that they
would be in Norfolk at her husbands business and then be towed to a junk yard or place of
purchase. The vehicles would never make an appearance at the residential address.
Selectman Kozlowski stated that the Board of Selectmen may be setting a precedent if
they gave them a license as other "for profit" businesses have been denied due to the
zoning restrictions.
Selectman Aptowitz stated that yes, normally the Board of Selectmen does not grant class
II licenses in a residential zone. However, this non profit business would only be
processing paperwork for the foundation. As there would be no vehicles on site he does
not see a problem with issuing the license.
Selectman Annino asked Mr. Ross if the board could put stipulations on the license such as
"no display or storage" language. Yes, Mr. Ross did not see why and Mrs. Anderson did not
have a problem with that as well.
Selectman Dentino was concerned over the fact that Mrs. Anderson does not have a repair
facility designated and a bond in place for the class II license. Mrs. Anderson replied:
However, even though they would not need a repair facility for this function, they can
surely designate one to meet the license requirements. In addition, if the board granted
the license, they would have no problem in securing a bond to also meet the license
requirements.
Selectmen Dentino and Annino would like to consult with town counsel before continuing
the conversation. Mr. Ross stated that he will forward request to town counsel for review
next week.
