A special thank you goes to the Dept. of Public Works, specifically Mark Cook, as all this
would not be possible without their assistance.
This month, Keep Mansfield Beautiful became only the 4th affiliate of Keep American
beautiful in MA. The other three are large cities so we feel we are setting an example for
other communities.
The committee handed out shopping bags and literature to the board and thanked them
for their continued support.
Selectman Kozlowski asked the committee if they have approached owners of vacant lots
about clean up or alternative uses. Yes, they have thought about it quite often but have
not pursued that avenue yet.
Selectman Aptowitz thanked the committee for all their hard work and asked if the
committee kept track of how many bags of trash they collect during the clean up?
Mr. Rein stated while they do not an exact total it has been hundreds of bags. However, it
has been less and less every year.
Selectman Aptowitz also asked the committee about forming a cui-de sac beautification
group. Mrs. Collins stated that they maintain a lot in town, and people in those
developments might want to form their own little groups, as it is their neighborhood, their
view, that they are maintaining.
Selectman Annino asked the committee to give the Planning Board an inventory list of what
they are placed on the North Common so they can remain consistent through out town.
Selectman Dentino thanked the committee for all their hard work and is particularly
pleased that they have been able to utilize the sheriffs dept. for clean up work.
He would also like to see the town make use of some of its own properties that are not
being utilized.
Policy and procedures
Proposed compo time policy: Selectman Aptowitz believes that Department heads, salaried
employees should not get compo time. However, they are union personnel and compo time is
part of the union contract at this time.

Selectman Dentino would like to see the use of flex time. Mr. Dentino also had several
questions regarding the proposed policy.
. #3; The dept. head needs to determine if comp time is needed, not the employee.
. Comp time should really only accrue for preparation time prior to meetings and
after meeting time for wrap up.
. Employees with excessive amounts of comp time can take up to 1 year to use.
(Statement in proposed policy) Selectman Aptowitz stated that is for controlled
distribution so they don't have to take it all at once. (Concerns over office
coverage)
. #4; overtime/comp time records are recorded in the treasures office. sick and
vacation time should stay in treasures office as well.
Selectman Annino does not believe employees should get comp time. They should work
overtime if needed and get paid. No accrual of compensatory time.
Selectman Kozlowski has issues with policy as well. In sections #6,#7. He doesn't like the
word "worked". He would reword.
He would also like to see the board impose policy terms on new contracts even if they can't
do much about the present contracts.
The board also reviewed the third draft of the proposed vehicle policy.
Selectman Aptowitz stated that while they have implemented some measures at
controlling vehicle use, they obviously would like to see a tighter policy going forward.
Selectman Dentino had questions about the use of personal vehicles. This would be for
personal use of vehicle for business trips such as training, etc. He would like to see the
reasons for use listed.
. Commuting mileage: 20 is too much, he would like to see shortened.
. Employees that are assigned vehicles with equipment... please list. MAY not, NOT
will not.
. Rules governing use of vehicle: violation penalties need to be listed.
. Notification of accident: IS grounds", not MAY be grounds.

Q&C
Karl Clemmey, Essex St. He is concerned over the parking situation down town. A lot of
the parking is taken up by commuters and merchant employees and it should remain or be
