Public Comments Peter DeTrolio, 496 Ehn Street, stated that he does not want to give up any of Mansfield's water, especially when the supply is not ample for the residents. Mr. DeTrolio continued to state that neither road nor noise issues have been addressed. In closing, Mr. DeTrolio stated he would like to see the Selectmen and all Boards "to say goodbye to Great Waves" and suggested all persons holding accounts with Bankboston withdraw their money in protest of the project. done Sheehan, 600 South Main Street, stated that she shares many of concerns voiced already, that she is upset with Town Counsel's ruling on the zoning issue, and does not understand how a water park could be an allowed use. Mrs. Sheehan suggested the Selectmen request another opinion. Sarah Forbes, I Clinton Sheet, addressed the water issue and stated that "one would hope the proponents would realize that they are not wanted and that our community cannot handle them." John Sullivan, 15 Village Road, stated that his biggest concerns are traffic and water. Town Counsel considers the use a "use by right ", only site plan approval is required, and possibly Conservation permits will be required. John D'Agostino stated because of the Interbasin Transfer Act, the Town is haniuig h,ouble permitting the Witch Pond Well No. 10, and it will take approximately six more months. DEP should not reach a final decision on Great Wanes until Mansfield's water situation is Iauowui. David Reilly, Jcmues Street, asked how Great Waves would compete with the proposed Wrentham Water Park; "What is the hook ?" he asked. Selectwoman Royle stated a proposed water agreement exists iwith Great Wailes that has not been signed, which limits iwater for pot usage. All other uses such as filling pools and rnatering lawns would have to be provided through their own wells or trucked in. 30399.MIN Page 1 of 7 Bob Sipoletti, Elyse Road, would like the proponent to address the following: use of bedrock wells to supply the pools, results of the pumping tests conducted by D. L. Maher, required Conservation permits, analysis of water quality from bedrock wells, possible contaminants, and potable water. Mr. Sipoletti hopes the proponent will withdraw his project from Mansfield and be a good neighbor. Colin Cauldwell, 842 East Street, is opposed to the project for a number of reasons: problems with water quantity and quality because of the stressed aquifers, the water use calculations are based on the present design of the park not its expansion, traffic on South Main Street will be horrendous, and its affect on conservation land. Lastly, Mr. Cauldwell suggested the Selectmen have political power even though they do not issue permits for the project. Selecflvonran Royle responded that the Selectmen have received thirteen letters, which ivill be sent with the FEIR response letter and that they need the residents help. Ralph Penney, 336 Maple Street, has been against this project since it was first discussed. Mr. Penney discounted several statements within the FEIR. Mr. Penney asked if the plumbing systems would be isolated so potable water could not be used for the pools. Mr. Penney also inquired about the capital water tie in fee, traffic, and the impact on Great Woods' wetlands. Lastly, Mr. Penney suggested the Chairman ask for a show of hands in the audience of all persons opposed to the project. ( Leonard Flynn, 102 devvell Street, addressed the Selectmen as a private citizen and expressed concern about the impact of the park on conservation land in the Great Woods, noise emanating from the park, and visual pollution. Mr. Flynn requested a couple of geologist consultants, who did not put much credence in the FEIR, to submit their comments to Office of Environmental Affairs. Lastly, Mr. Flynn stated he does not believe the anticipated attendance figures are accurate, that trucking -in water over Mansfield Streets would not be a nice situation, and if the wells fail, he believes the Town would be obligated to supply the water. William Mailan, Chairman, apologized for arriving to the meeting lute and announcer) he is now the proud grandfather of a baby girl, Diane Ready, 38 Mill Fcnnn Drive, worked for the Department of Environmental Protection for eight years in public relations. Ms. Ready suggested the following: the Townspeople should organize, all correspondence should be addressed to a specific DEP Official, the EOEA file number should be referenced on all correspondence, the Town should place the Executive Office of Environmental Affairs mailing address on the Town's web site place, assistance should be requested from State representatives, and technical comments are very important. Mary Cinelli, 7 Village Road, stated that she is plagued by the Great Woods Performing Arts Center sixty nights a year and is concerned with the lighting and noise that will be ( generated by Great Waves. Ms. Cinelli also expressed concern regarding the proposal's increased traffic and impact on the Town's existing water problems. Ms. Cinelli stated she 30399.MIN Page 2 of 7 feels the Selectmen were remiss in not inviting the elected representatives to this evening's meeting. John Dunn, 395 East Street, stated the Town does not need anymore of this type of development in this area, which is going to use Mansfield's water resources. The Selectmen are the Town's political leaders and need to fight as strong as they can to make sure the development does not locate in Mansfield. In Norton, in some of the subdivisions, some of the new houses cannot connect to the water system. day Creedon, 648 South Main Street, suggested, given the given four major projects in the Route 140/495 area: golf course, Campaneli Industrial park, Great Waves, and Great Woods, the Selectmen should ask the Legislators to ask MEPA review the traffic issues as a whole. Mr. Creedon also stated that noise is concern for both Mansfield and Norton neighbors. Selectivoman Royle stated at a Route 1401495 ramp meeting last evening, the Selectmen asked Norton to join Mansfield in asking for a delay of consideration of the Great Waves project until the environmental impact report is submitted in Norton. Also, at that meeting, it ivas decided to hold a meeting with legislators to discuss the ramp. Greg Cau"i,ell, 880 East Street, stated "If you build the ramps, they will come." Mr. Cauldwell also stated that he is concerned about the affect the project would have on the habitat value of Great Woods and that the only solution is for the Town to buy the land and put it to bed. Karl Clennney, 750 South Main Street, stated he is opposed Io the project and that he hired professional consultants to review the FEIR, the Phoenix Group. A Phoenix Group Land Use Planner commented on what he believed to be a number of inaccuracies and deficiencies in the report. Dave Hendrickson, 506 South Main Street, stated the Boy Scouts use the Great Woods and appreciate the space. George Johnson, Day Avenue, feels the project would have a negative impact on Mansfield's image, character, and pride. Frank D'Ambra, 510 South Main Street, stated he would like the Town to take Great Waves to court taking the position that their use is not allowed by zoning. Mr. D'Ambra also commented on control over traffic issues and water connections. Christine Flass, 115 Rtnnford Avenue, asked if the Selectwoman would be involved in permitting the parking lot and stated that she is concerned with the lack of lighting for the area bike trials and that there is no mention of modal transportation in the EIR. Board of Selectmen's Comments: Acting Chairman McCarter requested a show of hands of all persons in favor of the project; one person raised her hand. Selectnum Rohinson stated he is opposed to the proposal as it stands right now. 30399.MIN Page 3 of 7 Selechmman Royle stated she is opposed to the proposal based on traffic issues. Selectman Aniorrrso stated he is leaning against the proposal at the moment because of traffic, water, and wastewater issues, but that if all issues are answered and zoning requirements are met, he will have to say "Welcome to Mansfield." Selectman Madan stated he is totally against the project because of serious problems with water and that lie would be in favor of drafting a water moratorium that would take affect high end water users until the new Robert Morrison well is on line. Brad Wills (Selectman Candidate), Thompson Street, stated he is vehemently opposed to the water park. John Dunn asked the Selectmen to take a position to make it a priority to get involved in preserving water, either by a high -end user moratorium or some other policy.
