5. Old Business
A. Town Manager
Each Selectmen is in receipt of a memorandum regarding resident stickers, which is
the result of a meeting among the Manager, Police Chief, and Town Clerk. The Police
Chief suggests placing the list of residents who have received stickers along with their
registration and sticker number on the computer to make it easier to identify resident's
seeking a second sticker for the same vehicle. The Chief also suggests placing an
expiration date on the stickers along with the registration number. Instructions for use
of the sticker will also be given to residents at the time they receive their sticker.
Implementation of a fee structure has also been suggested for stickers issued after

January 1; the fee would offset time spent by the Town Clerk and may encourage
residents to obtain their sticker earlier. A policy will need to be developed.
Selectman Amoruso suggested incorporation of a provision for persons who obtain
stickers in middle of the year for some reason such as a job change requiring use of the
train and for persons who lease their vehicles.
• Mr. D'Agostino plans on meeting with the Highway Department Mechanic, Peter
Sanford, to review the Highway Department's capacity concerning maintenance of all
Town vehicles. Mr. D'Agostino hopes to have a report in a week or so on the status
of the Town's Motor Pool. Selectman Robinson requested when meeting with Mr.
Sanford that the Town Manager discuss the number of Town vehicles with expired
inspection stickers. Mr. D'Agostino responded that presently it is the responsibility
of each Department Head to maintain up -to -date inspection stickers in their
Department. Discussion followed concerning the ability of a motor pool staffed by
two persons to operate as a genuine motor pool; the need in the future for a hydraulic
structure; estimation of cost savings associated with expanding the Motor Pool's
duties; and that the responsibility for ensuring up -to -date inspection stickers should
rest with the driver.
• The second public Train Station Advisory meeting is scheduled for February 11, with a
6:30 PM registration. A meeting was held with abutters to the project on February 1,
and an Advisory meeting was conducted on February 2. Selectwoman Royle
questioned the number of abutters in attendance at the February 1 meeting and stated
she feels the meetings should be at night.
• Mr. D'Agostino is scheduled to meet with Attorneys Dalton and Mangiaratti on Friday
concerning the status of the Morse Property. As discussed in executive session, a
meeting will be scheduled shortly thereafter.
• Mr. D'Agostino attended Procurement classes yesterday and today. The last class will
be Thursday, at which time a test will be given. The following Department Heads will
also be required to attend the seminar: DPW Director, Town Engineer, Police Chief,
Fire Chief, and the Water and Wastewater Managers.
