Two Vacancies - Three Applicants: Dennis Grady, Charlene Lavin, and Matt Dei
Each of the applicants introduced themselves and explained their reason for
seeking either appointment or reappointment.
The Selectmen asked each of the applicants questions such as whether or not the
Finance Committee should have direct communication with Town staff or only the
Town Manager, if the Department Heads or Town Manager should defend
departmental budgets, what each would do if a recession hit, ideas for increased
revenue, and general approach to finances.
B. 8:35 PM Board of Health
Two Vacancies - Three Applicants: David Jones, Michelle Madan, and John Paul
Chartier (Not present for interview)
Each of the applicants introduced themselves and explained their reason for
seeking either appointment or reappointment.
Selectmen asked each of the applicants questions such as what they would like to
see the Board of Health do or what they feel the Board has not done that well,
thoughts on improving the Board of Health's image and increasing its awareness, and
if they prefer Title 5 or sewer plant expansion.
Clerk Wills stated that he would be abstaining on this vote because Michelle Madan
is his cousin.
7. 8:45 PM Town Manager Report Continued
• Last Thursday, the Town Manager, DPW Director, and the Water Operations
Manager attended a Water Resources Commission Meeting on the Interbasin
Transfer Act in relation to permitting the Morrison Well. Selectman McCarter
also joined the group. Information was provided to the Commissioners at the
meeting for review. Mr. D'Agostino reviewed the time line for the permitting
process and suggested the Selectmen may want to amend their agreement with
Mr. Rezza to pay one half of the sale price for the land now and one half at the
time approval is received on the application for the Morrison Well. Acting
Chairman Robinson suggested that this may not be a bad idea. Selectman
McCarter responded perhaps the Town could request benefit of the right of
first refusal, if the seller would like to shop around.
• Town Staff are preparing the application seeking funding for the Hatheway
Patterson Site from the Brownsfield EPA funding program. A decision should be
made by March. It is incumbent upon the Town to establish a redevelopment
authority at Town Meeting, which would have to start with a budget of
approximately $25,000.
• The Mansfield Firefighters will be sponsoring a "boot drive" to benefit the
families of the fallen Worcester firefighters this Saturday, December 18.
• The Town held a health insurance fair today to switch over all Harvard Pilgrim
holders to Blue Cross Blue Shield. This change will be effective January 1,
2000.
• The budget process is commencing. By Charter, the budget must be submitted
to the Finance Committee and Board of Selectmen by December 21, and it will
be. The Finance Committee requested a balanced budget by February 15.
8. Selectmen New Business
• Selectman Amoruso commented that the Selectmen will need to start thinking
about Capital Improvements representatives. This would be Selectman
Amoruso's second year on the Committee.
• Acting Chairman Robinson asked if the Selectmen's Secretary had received
communication from Amtrak representative Chris Riley. Mr. Riley was scheduled
to provid an update on Amtrak's High Speed Rail project on December 8, but
cancelled. Acting Chairman Robinson requested a letter be written to Mr. Riley
stating if he is unable to attend a meeting he should send a designee.
Acting Chairman Robinson reported that Mansfield is hosting the next
Selectmen's Association meeting on February 17.
• Acting Chairman Robinson reported that the APPA Workshop in Washington is
fast approaching, sometime around January 30, and that the Town usually sends
a representative. It was discussed that the Selectmen's Annual Trade Show
would be this same weekend. Town Manager D'Agostino suggested sending the
Light Department Director to the Workshop.
9, 9:15 PM Application of New England Sportservice to Alter the Wine
and Malt License for Tweeter Center - Public Hearing
Bruce Montgomery, Tweeter Center General Manager; Robyn Pickett, Liquor License
Manager; and Attorney Ken Felter were present for this hearing.
Clerk Wills read the public hearing notice aloud.
Attorney Felter explained that the application is to alter the Tweeter Center's
present wine and malt license to exclude the Golden Courtyard area. This is being
done as the first step in the process of obtaining a full alcohol license in this area.
Selectman McCarter stated that he is not opposed to the application but that he
would like to make sure that it can work and suggested restricting the full alcohol
license in the court yard to allow consumption in that area only of alcohol purchased
there.
After calling for public comment at 9:27 PM and receiving none, Acting Chairman
Robinson closed the public hearing.
Motion: To approve the application to alter the Tweeter Center's wine and
malt license as proposed.
( Amoruso- Wills) All in favor. Passes.

9. 9:30 PM Application of New England Sportservice for a Full Alcoho
License in the Golden Courtyard at Tweeter Center - Public Hearing
Bruce Montgomery, Tweeter Center General Manager; Robyn Pickett, Liquor License
Manager; and Attorney Ken Felter were present for this hearing.
Clerk Wills read the public hearing notice.
Attorney Felter submitted a letter to the Board of Selectmen, dated September
15, 1999, explaining the intent of the application for a full alcohol license in the
courtyard. The only patrons with access to the courtyard are guests of Tweeter
Center management, box seat ticket holders, and season ticket holders.
After calling for public input and receiving none, at 9:36 PM, Acting Chairman
Robinson closed the public hearing.
Motion: To approve the application of New England Sportservice for a full
alcohol license in the Golden Courtyard at Tweeter Center for the
Performing Arts with the provision that the sale and consumption of
full alcohol beverages will be allowed only in the premises known as
the Golden Courtyard.
(McCarter- Wills) All in favor. Passes.
10. Tweeter Center - "Last Drink Complaints"
Acting Chairman Robinson informed Mr. Montgomery of a notification received from
the State that in the last six months, Tweeter Center has been named at least four
times in "Last brink Complaints."
Mr. Montgomery stated that he is under the impression that given the number of
patrons served at Tweeter, their record is good with the Alcoholic Beverage
Control Commission.
Selectman McCarter commented that he views activity in and outside of the
amphitheater area differently and asked at what time the Center stops serving
alcohol, to which Mr. Montgomery responded generally one hour before the
anticipated concert's ending time.
11. Selectmen Old Business
• Selectman Amoruso requested an update on the Acme Cleveland Open Air
Parking Facility at 75 Chauncy Street. Mr. D'Agostino responded thatpresently
the feeling of the Building Inspector and Town Manager is that the lot still is
not in compliance. The Inspector is waiting for a certification that the drainage
system is a twenty -five year design. The current drain will introduce leaves,
etc. into the municipal system. Mr. DAgostino stated he thinks he is prepared
to write a letter to Mr. Ditchman that the Town will file an injunction in court
according to the Zoning by -Law that will prohibit his continued use of the lot.
• In reference to a memorandum in the Reading Folder regarding projected water
revenues, Selectman McCarter asked if water revenues would be sufficient to
cover expenses. Mr. D'Agostino responded that the Town may need to equalize
by increasing water rates, which he does not believe will be substantial. The
DPW Director and Water Operations Manager will be present at the
Selectmen's December 29 meeting to discuss the rates. Mr. D'Agostino also
noted that a second memo is in the Reading Folder relative to increasing sewer
rates.
• Clerk McCarter asked if individual Department Heads would be presenting their
budgets to the Finance Committee or if the Town Manager would be doing it for
them. Mr. D'Agostino responded that the Finance Committee would like to hold
the review on a Saturday, certain department heads would be presenting their
budgets on that Saturday, and that he and staff would present a balanced
budget to the Finance Committee. Clerk McCarter stated that he does not want
to see the elimination of Department Heads meeting with the Finance
Committee.
• Lastly, Clerk McCarter requested the Town Manager ask the DPW Director to
attend the Selectmen's December 29 meeting to discuss the Foxborough
Stadium sewer agreement.
