Present: Chairwoman Royle, Clerk Wills, and Selectmen Amoruso, McCarter, and
Robinson

1. The open meeting was called to order at 7:30 PM followed by the pledge of
allegiance.
2. Assistant Council on Aging Director Position
Council on Aging Director Gale Farrugia, Council on Aging Chairman Sonia Walgreen, and
Gerry Scherma, Assistant Director of Personnel Services were present for this discussion.
Ms. Farrugia explained that the present Assistant Council on Aging Director, Ada Milliken,
will be retiring the end of December. The advertisement to fill the position is being put
together, and applications will be due by December 20.
The Board of Selectmen reviewed the revised job description, dated October 28, 1999, and
made the following suggestions: delete "95" and "98" with reference to experience with
Microsoft Word; filling the position with a senior citizen, the degree should be preferred
rather than required, and the salary information should be deleted from the description.
Motion: To approve the proposed duties and responsibilities for the Associate
Council on Aging Director.

3. United Way Campaign 2000 - Welcome Newly Appointed President
Both Vince Eagles, newly appointed United Way President, and Jay Barrows, Fundraising
Campaign 2000 Chairman for Mansfield, were present for this discussion.
Mr. Barrows reviewed services provided by United Way, and Mr. Eagles provided history of
United Way and introduced himself. United Way is trying to raise public awareness in
Mansfield.
Chairwoman Royle thanked Jay Barrows, on behalf of the Board of Selectmen, for the
fantastic organization of the holiday parade this past Sunday.
4. 8:10 PM Discussion with School Superintendent John Moretti, School Committee
Chairman Emil Giordano, and School Committee Member Liz Thornton RE:
Memorial Park
Superintendent Moretti reported that in 1994, it was thought that there was a $40 Million
Dollar cap on the Robinson, Qualters, and High School projects, which is not true, it is open
ended. Memorial Park was part of the original submission in 1994. However, there is
presently a technicality. The State Department of Education does not recognize Memorial
Park as part of the project and reimbursable by SBAB because it is not under the
jurisdiction of the School Committee. The only way the project would be reimbursable is if
the Selectmen and Town Manager voted to turn the Park over to the School Committee and
the School Committee accepted.
Mr. D'Agostino reported that turning the Park over to the School Committee would be a two
step process. It would require a two - thirds vote at Town Meeting, and because it is a park,
it would also require a vote of the State legislature.
Selectman Robinson suggested that the deed restrictions placed on the Hutchins Property
may have to be looked at.
Chairwoman Royle commented that she would like Memorial Park to remain as a Town park.
Superintendent Moretti responded if the Park was transferred to the School Committee it
would not be any different than school transportation, in that it is subcontracted out, and
that he does not want to take care of management of the Park.
Selectman McCarter inquired about use of fields if turned over to the School Committee
and time limitations, if any, to make a decision of whether or not to turn the Park over.
Superintendent Moretti responded that the project would be open until the final audit is
submitted, which will not be for one and one -half to two years
Selectman Amoruso commented that he feels that it is appropriate for Memorial Park to
remain under Town auspices.
5. 8:30 PM Route 106 Update with Town Engineer John Sullivan
Town Engineer John Sullivan provided an update on the Route 106 Canoe River Water and
Sewer project.
All of the water and sewer lines are in place. The contractor was expected to start grading
this week, but on Monday, the contractor expressed the need for a full detour. In
discussions with the Contractor, the Town Engineer told him that one lane of traffic would
have to be kept open. Grading will begin next Monday, and paving is anticipated by the end
of next week. The Town is trying to work with the bond company to determine the
definitive date for paving.
Steve McCaffrey, 236 Mill Street, asked if the contract for the Route 106 project falls
under Chapter 149 Section 30 and 39M. If so, there is a clause that if the contractor falls
behind the Town can augment his forces.
Selectman Robinson asked when the Contractor, J. Cougler, plans on paying all outstanding
claims for damage done to vehicles as a result of the construction.
Mr. [)'Agostino responded as a result of the Town's experience with this contractor, in the
future, road openings will not be permitted after December 1 and a clause will be included in
contracts requiring payment of claims within a certain timefrome.
