Present: Chairwoman Royle, Clerk Wills, Selectmen Amoroso, McCarter,
and Robinson
John D'Agostino, Town Manager
Chairwoman Royle explained the Town Manager is due for a raise on July 1, 1999. In
July 1998, Mr. D'Agostino was appointed Manager of the Electric Department and given
a $10,000 stipend. Because Mr. D'Agostino's employment contract does not reference
his status as Manager of the Electric Department, Chairwoman Royle requested that he
draw up language.
Mr. D'Agostino proposed the following contract addendum:
"The Town Manager will serve as the Manager of the Mansfield Municipal
Electric Light Department. The term shall coincide with his employment
contract. The Town Manager shall receive a stipend above and beyond the
l base salary approved by the Board of Selectmen.
He can only be removed from the Manager's position with the Electric
Light Department in accordance with the provisions of Section 3.
The Town Manager's reappointment shall also simultaneously
included reappointment as Manager of the Electric Light
Department."
Motion: To approve the first paragraph with an amendment adding "an annual"
before the word stipend in the first paragraph.

With respect to Mr. D'Agostino's raise, Chairwoman Royle stated his base salary is
$75,000 and Electric Department stipend is $10,000. It was agreed that his increase
would be based upon the $75,000 base salary.
Town Manager D'Agostino requested a 9% raise, which would increase his salary by
$6,750 to $81,750.

Discussion among the Selectmen and Town Manager followed concerning his request,
whether or not the request is in order with other municipal raises, funds received for
professional development, ability to purchase annuities, paid expenses, salary comparison
with surrounding communities, cost of living increase, and merit increases for department
heads.
Motion: That we increase the Town Manager's base salary by 7.5 %.

Nay. Passes.
Town Manager D'Agostino will revise Paragraphs 2 and 3 of his contract addendum for
the Board's review.
Motion: To adjourn to open session.
