In response to Chairman Madan's request for Clerk Royle to clarify comments she made
during the February 2 Light Commissioners Meeting, Clerk Royle stated the following:
During the February 2 meeting, Clerk Royle stated "We have problems in our Water
Department that no one talks about because Bob Morrison, Water Deparhnent Manager,
is a friend of Bill Madan's". On February 4, Clerk Royle received a letter from Chairman
Madan in the Selectmen's correspondence asking her to explain the partiality shown to the
Water Department. Clerk Royle stated the main problem in the Water Dept is the deficit.
Clerk Royle continued referencing additional concerns such as letters the Town received

from the Department of Environmental Protection and comparing day -to -day operations in
the Water Department to the Electric Department. Chairman Madan stated he fails to see
a cover up and if he is in fact covering something up that Clerk Royle state what it is.
Selectman Mahana noted that when he was elected his first priority was water and since
that time he has consistently inquired of well status.
3. 7:55 Bertucci's Application for an All Alcoholic Restaurant License
Iuformational Meeting
The formal public hearing on the above referenced application was scheduled for this
evening, however, the advertisement did not run as scheduled. The public hearing has
been rescheduled to March 4 at 7:50 PM.
Michael DiGiuseppe and Eleanor Clancy, were present to present Bertucci's application to
the Selectmen. Mr. DiGiuseppe stated the application is for a pizzeria containing seventy -
six seats. Because of the size of the building, a wait station only will be provided, not a full
bar.
Public Comments: None
Board Members:
Clerk Royle thanked Bertucci's for choosing Mansfield and asked if there would be
sufficient parking on the site and questioned the number of seats proposed and the
expected construction and opening date.
Selectman Colella stated he would have no problem approving the application since no
objections were received from residents.
Selectman Mahana welcomed Bertucci's and stated no objection to their application.
Selectman Mahana also commented on the proposed location and questioned sufficiency
of parking and compliance with Police and Fire Department comments.
4. 8:05 PM Discussion with South Main Street Residents RE: Route 140/1 -495
Interchange
Jay Creeden, 648 South Main Street, and George Wojtkiewicz, Gladiola Terrace, were
present representing the South Main Street Citizens Association, consisting of twenty -
three homes in the southern end of Mansfield surrounding the I -495 interchange. The
Association requested time on the Selectmen's agenda to discuss traffic concerns, past,
present, and long -term decisions that will effect their neighborhood, and a solution to the
traffic problem.
George Wojtkiewicz reviewed the historical aspect of the interchange and a comparison of
the original 1971 plan for the interchange with today's reality.
The Residents Association retained the services of Bruce Campbell Associates to help to
provide a solution to their problem with the interchange design. Georgy Beskorovainy,
P.E., Bruce Campbell Associations, reviewed what the residents believe to be SRPEDD's
C preliminary design proposals for the interchange and the group's preliminary solutions.

Mr. Beskorovainy requested SRPEDD be asked to review the extension of Commercial
Street as an alternative so that the Selectmen may decide on the best solution for the town.
Mr. Creeden reviewed the benefits of extending Commercial Street as a solution.
Mike Gimboli, 682 South Main Street, stated that his family will be evicted if options
presently offered by SRPEDD are carried out.
Mr. Creeden requested the Selectmen rescind their previous vote excluding south of I -495
from the interchange study.
Leonard Flynn, Natural Resources Trust, stated the southern extension of Route 140 was
not built previously because it was not practical or feasible. Mr. Flynn also clarified
several points presented by George Wojtkiewicz and Georgy Bezkorovainy. Lastly, Mr.
Flynn stated that he feels the South Main Street residents' proposal for a roadway through
the Great Woods is a mistake
Jay Barrows, IDC Chairman, applauded the South Main Street residents' request to take
another look at the interchange and requested the Selectmen reconsider their prior
position to allow the study to include land south of I -495. Mr. Barrows stated Mansfield
would not only benefit from Industrial frontage but also from traffic mitigation.
Shirley Hanlon, Conservation Commission Chairperson, stated that she is opposed to the
option presented by the South Main Street Association because it would allow more
houses to be built and the roadway would run through Conservation land.
Barbara Bayon, South Main Street resident, asked who would make the final decision on
the interchange and what input the community has. Ms. Bayou also stated she hopes the
residents have a lot of input in the process and questioned how the Selectmen evaluate the
residents' desire.
Board of Selectmen Questions
Motion: To rescind our previous vote and allow SRPEDD to look at all solutions.
(Mahana- WITHDRAWN)
Motion: That we contact SRPEDD and request they look at all alternatives

restricted to the northern side of I -495.
