Present: Chairman McCarter, Commissioners Madan, Robinson, and Royle
John D'Agostino, Town Manager
Jack Beliveau, Electric Department Director
The purpose of this executive session was to discuss the contract the Municipal Electric
Department holds with ADM Cocoa. The Town presently provides standby power and
energy at $.04 per kilowatt -hour; the plant generates most of its own power. The contract
does not carry a purchase power cost adjustment as is in most other contracts.
Mr. Beliveau offered a rate of $.0575 per kilowatt -hour, but ADM Cocoa did not accept.
Mr. Beliveau explained that any rate established for ADM Cocoa would have to be
published with the Department of Public Utilities and would be available to other
customers. Therefore, qualifications should be established, such as a minimum amount
of power a customer must generate on its own, prior to qualifying for the "Primary
Service Generator Interruptible Rate," which will be offered to ADM Cocoa.
A consensus of the Light Commissioners was in favor of Mr. Beliveau continuing
discussions with ADM Cocoa and researching whether or not a public hearing would be
required prior to adopting and publishing a new "Primary Service Generator Interruptible
Rate.

Motion: To go out of executive session and return to the open Light
Commissioners session and regular weekly business of the Selectmen.
