Selectman Mahana - Aye.
Acting Clerk Colella - Aye.
Selectman Robinson - Aye.
Acting Chairman Royle - Aye.
Police Chief O'Neill stated that he is concerned that union negotiations have not begun
with labor agreements and that the Town may be looking at an unfair labor practice. Any
raises granted to Police Officers after July I will be lost with police details, because small
contractors cannot be expected to supply back pay to the Officers. Chief O'Neill also
stated that he has been considering instituting a dog for drug sniffing but that he will not
hire a canine officer without a union agreement in place because there have been large
settlements against officers without agreements.
Both Acting Clerk Colella and Selectman Mahana volunteered to sit it on union
discussions; however, Selectman Mahana did note that it must be understood that the talks
would be preliminary only, nothing would be set in concrete, and that he is not a
negotiator.
Acting Town Manager Boucher suggested the Selectmen establish a union negotiating
team. Acting Chairman Royle noted that should would be unable to participate because as
a town employee, she would have a financial interest or gain. Selectman Robinson noted
that he would be unable to participate in negotiations as long as he is carrying a union
card.
Clerk Mahana stated it is his intention to participate in discussions with the unions, find
out what the unions' goals are, and relay the goals to the Board of Selectmen.
Motion: To go out of executive session and return to open session.
