East Street Server Road Opening The moratorium expires at the end of the year. This is a project that came before the Town last year to extend the sewer and improve the road. The manhole is right on the edge of the road and they would like to move the pavement line straight for the manhole and across the road. The sewer project will benefit ten existing homes. Five of the homes are older homes and if they wish to sell they would have to pass Title 5. There are five more to be built in the f Lure. They have held off paving this area due to the regulation. Questions and Comments Electric/Light Department: Richard Cole, North Main Street, contacted the Electric/Light Department . Mr. Cole moved into Mansfield 4 -1/2 years ago. He is now moving to another location in Town five years later and he needs $300.00 to move services according to a policy instituted by the Board.. At this time the appropriate service charge would be $150. Motion: Advise Electric/Light Department to waive the fee based on the fact he has been an established customer for approximately 4 -1/2 years and he is retraining in Town. (Mahana/Madan) All in favor. PASSES. Preis, Landscaping - Re: Water Batt Mr. Prew, Prew Landscaping, was present to request an exemption to the water ban. The Company has installed new lawns in the last 10 to 14 days and the lawns should be kept wet for about 28 days in order to germinate. Mr. Mahana stated that the Board is not allowing any exceptions to the water ban. There have already been over 200 violations to this ban. There have been other landscapers that have made arrangements to install lawns in the Fall. Mr. Colella discussed the conditions that took place which caused the Board to institute a water ban. Walsh Well Exploration This was sent out for bid and awarded May 1, 1997. It is being held up by the Army Corp. of Engineers because the D.E.P. received this on May 1, 1997 and their review and design approval have not been completed. This could stall this project for another year. The Town Manager has contacted the City of North Attleboro to request water on a temporary relief basis until the Town can resolve this problem. Mr. Boucher will contact other cities and towns in the area as well. Signs will be put up throughout Town informing all residents concerning the water ban listing watering instructions: odd /even, 6:00 a.m. to 10:00 a.m. and 7:00 p.m. to 9:00 p.m. 4. MBTA Parking Discussion - Joe Ditchman, Ostendorf- Morris Co.; Hasty Evans, MBTA; and, Barbara Hyland, State Representative Mr. Ditchman, Ostendorf - Morris Co., would like to see this process move forward. Mr. Ditclunan noted that all the issues noted in a letter he received are all resolvable. The number of spaces were discussed, 270 as agreed upon versus 299 spelled out in this letter. Barbara Hyland would like to stick with this project design which addresses concerns the Town has had for approximately five years including : the major objectives and the different cost scale - down versus public safety. There is alot of concern negotiating two buildings. At this point, it is understood that the MBTA wants them on the same side the tracks are on. Mr. Ditchman addressed the three issues pending: Maintenance of road - whether or not Town or MBTA responsibility. 2. Speak to consultant regarding road jointly coming together and whether or not this will reduce the cost of the road. Should train station be on impact site or open air parking site. Representative Barbara Hyland expressed the fact that, as Mansfield's State Representative, she will continue to see that the wishes of the Town are followed. Representative Poirier was unable to attend because he was at a Congressional Committee Meeting in Washington to finalize the State budget. Hasty Evans, MBTA, provided a brief update concerning non - financial issues being negotiated. The location of the train station impact was reviewed. Gatra was at the table to work with the transporation needs of Mansfield. She also noted it is very important to deal with communities when dealing with the MBTA. Town of Mansfield Board of Selectmen Meeting Minutes - June 18, 1997 Page 4 There will be negotiations and the MBTA will keep the State Representative updated. The fimding for this project was also discussed on a broader basis. The maintenance of the station was reviewed. The Town of Mansfield has money in the budget to maintain the Station. Ms Evans noted that this is in negotiations. The MBTA recognizes passenger commuter rail station commuters paying their fair share and what the Town has put up with for many years and that is a 50 year old station which was meant to be a temporary station in 1954. Ms Evans noted the four elements of concern to be kept in mind during the negotiation process: Downtown Mansfield; keep impact to residential community to minimal level; increasing the ingress/egress; and, increased parking. Representative Hyland also suggested a timeline be established so people have a time certain resolution. It is clear it is a need of the Town and a wish of the Town to see the project completed. Mr. Robinson noted that the road ingress/egress issue is important to the Town. The area wants the buffer zone at the end so that there is no access to the neighborhood. Mr. Ditchman and Ms Evans will keep the Board informed concerning what is taking place concerning this project. Ms Evans will keep Representative Hyland informed regarding negotiations. Representative Hyland will keep Representative Poirier updated concerning issues discussed this evening. (A five minute recess took place) 7.
