2. Town Manager Report
• West Mansfield Fire Station
David Young was present for this portion and the next portion of the Town Manager's report.
Mr. Williams stated that at the July 23 Municipal Building Committee meeting he was requested
to present a Reserve Fund Transfer Request to the Selectmen in the amount of $28,000. The
transfer would provide funding to install a sprinkle system for the West Mansfield Fire Station.
Board of Selectmen Questions and Comments:
Members of the Board of Selectmen stated that they could support the request from a financial
point of view but from a moral point of view they could not because the funds were not
appropriated at Town Meeting.
Questions were also asked concerning why there is an urgency for this to be done prior to Town
Meeting, if any additional money will be needed before Town Meeting e.g. for phone wiring
funding and cabling, the amount of money available from the sale of the West Mansfield Fire
Station, funding for the fire station in addition to the previously approved $125,000 transfer
request, amount of money invested by the Department of Public Works in the sewer line forced
main, reimbursement of the Department of Public Works for providing gravel, effect of the
municipal buildings project funding article failing at Town Meeting on the transfer request if
approved now.
MOTION: To go along with transfer request of the Municipal Building Committee to install
the sprinkler system so at least we will be one step closer to getting there.
(Robinson- Pasquale)(2 -3) Pasquale and Robinson in favor. FAILS.
• Police Station
Mr. Williams informed the Selectmen that lie received a schematic design of the police station at
last evening's Municipal Building Committee meeting. The design will be the basis for a warrant
article requesting additional funds to complete the project.

reviewed the funds available for the project currently and the total cost to complete. The
7
Municipal Building Committee is requesting the Selectmen sponsor an article to formally place the
proceeds fi-om the sale of the Paine School ($200,000) into the rehabilitation projects budget
which will bring the Police Station budget up to $1,052,000.
Board of Selectmen Questions and Comments
Members of the Board of Selectmen asked Mr. Young questions such as why this procedure was
not followed with the West Mansfield Fire Station, the number of cells proposed, what would
have to be cut if this is not done, and the number of cells currently used and frequency of cells
holding more than one prisoner at a time. Selectman Robinson stated that he rvordd like to
discuss the increase in use of the cells during different times of the year at a future meeting..
MOTION: To put on the warrant.
(Pasquale - Mahana) All in favor. PASSES

at 11 Shawmut Avenue, as referenced in his memorandum to the Town Manager dated July 23,
1996. Fire Chief Sliney would also like an article placed on the Special Town Meeting Warrant
for $9,500 for the tank removal program.
Board Questions:
Members of the Board of Selectmen questioned the location of the tanks, who removed the fuel
oil from the tanks; whether or not a lien has been placed on the land for taxes, if the Town could
place a mechanics lien on the land, inclusion of the $4,500 requested in the Reserve Fund Transfer
in the Special Town Meeting Warrant to replenish the Reserve Fund; and if there is any
documentation stating that the tanks are unsafe to leave standing.

Mr. Williams requested the Board of Selectmen consider a phased building permit moratorium.
Chairman Madan responded that it may force people to develop and build their lots more quickly.
Chairman Madan also stated if a policy could be developed that is legally defensible, it should be
brought to Town Meeting for a vote. Clerk Malrana asked if the Department of Environmental
Protection had been petitioned yet for a declaration of water emergency.
4. Williams Street Bridge Discussion
Richard Lewis, Conservation Planner; Shirley Hanlon, Conservation Commission; Kate Viens,
Historical Commissioner; and Planning Board members Ralph Penney, Bernie Dolan, John
Sullivan, Tom McShane, Marydee Flynn, Andrea Benda , and Tom French were present for this
discussion.
Town Engineer Lee Azinheira summarized the history of the closure of the Williams Street bridge
and reviewed the design phase and construction schedule.
Paul Boyer of Liechtenstein Associates explained the differences between the original bridge
design proposed and the current proposal. Although the Town is in favor of the 23MPH bridge
design, the State prefers a 25 MPH design. The cost savings of the current proposal over the
original proposal is $200,000.
Public Questions and Continent:
0
Name not stated questioned whether or not a walkway would be installed on the bridge and what
the Town's plans are to regulate the speed limit on the bridge.
John Farinacci, 340 William Street, questioned a change in angle of alignment in the bend in
the roadway closest to Pine Street, the height of grading, and review of extending the guardrail to
in front of his lot
Leonard Flynn, 102 Jewell Street, stated that Alternative 1 is his preference and that Alternate
No. 2 involves taking conservation land. Mr. Flynn also stated that he would like figures for the
rate of accidents reviewed more and that because Williams Street is a scenic road he would like to
see alternatives such as granite or stone facing explored. Next, Mr. Flynn questioned justification
for the 21mph vs. 23 mph speed limit, and the distance from the current bridge location to the
locations shown in Alternate No. 1 and Alternate No. 2. Lastly, Mr. Flynn suggested the
Selectmen speak with Roland Hebert of SRPEDD to resolve the speed limit issue.
Ralph Penney, 331 Maple Street, stated that he is glad to see the Board of Selectmen has
backed away from the major bridge relocation originally proposed by Mass Highway. Mr. Penney
also stated that he would not be in favor of using weathered steel, nor would he be in favor of
painting the bridge. Mr. Penney asked if incorporation of a park theme along the bridge is still
being discussed, (allowing access for fishing), if there is still a problem with the dam, and if there
are any plans for putting a rendering together before putting the project out to bid.
Frank Goffredo, 256 Williams Street, questioned inclusion of the redesign in the cost estimates
and responsibility to pay Greiner Associates for the plans of the bridge they drew up with a 30
mph design. Mr. Goffredo stated that he feels Alternate No. 2 is better than what was previously
proposed.
Kate Viens, Historical Commission, stated that because Williams Street is a scenic way she
would like a timberpile bridge with a timberpile deck and asked if the idea had been discussed.
Lastly, Ms. Viens stated that she does not support a modern guardrail structure on Williams
Street and questioned removal of the stone wall in front of the Schaefer property.
Walter Meehan, 292 Williams Street, asked if the water main is included in the cost, if a fence
will be installed on the bridge for children's safety, and asked if the State would have to go to
Town Meeting to have the conservation restriction overturned
Clerk Mahana inquired about the possibility of incorporating cobblestones and imoden railings
into the bridge design
Ed Jaeger, 361 Williams Street, stated that he feels the current plan is better than original but
that he would like to see Alternate No. 1 looked at. Mr. Jaeger has had vehicles run off the road
up onto his yard. Mr. Jaeger also questioned the width of proposed road, removal of
superstructure of old bridge and leaving its substructure as it relates to the dam; life of a concrete
bridge, and whether or not a dump or cement truck would be able to use the bridge.
Dick Lewis, Environmental and Conservation Planner, stated that the Conservation
Commission is concerned about the extent of the land taking for the bridge.
5
Shirley Hanlon, Conservation Commissioner, stated that the Conservation Commission has
voted against any land taking in that area and would like to know the amount of conservation land
to be taken with Alternate No. 2 compared to the amount to be taken with the original design.
Fire Chief Sliney stated that he would be glad to see the road open for public safety reasons.
Board Questions
Selectman Pasquale stated that lie is excited about Alternate No. 2, that he thinks opening up the
road will reduce the number of cars going off the road, and he likes that the location of the bridge
is moving farther away from Robinson Pond. Selectman Pasquale also stated that he would like
more work done on facade and aesthetics and lie would like the speed limit to stay at 23mph.
Selectman Robinson asked if there is any additional land taking with Alternate No. 2 than with the
original plan and stated that he feels Alternate No. 2 is a great improvement and will help in
assisting emergency people in town.
Selectman Colella stated that he feels the Town is moving in the right direction and asked the
residents if they are happy with the bridge.
A new Williams Street resident, who did not state her name, suggested a restriction be placed
on Williams Street allowing "pleasure vehicles only ", as was done in some areas in Boston.
Selectman Pasquale asked Mr. Azinheira if he would be looking for a rendering of the bridge.
MOTION: To go ahead with Alternate No. 2.
(Pasquale - Colella) All in favor. PASSES.
The Selectmen took a tell minute break at this time.
