2. Town Manager Report
♦ Fultons Pond Dam
Senator William Keating announced in a letter directed to the Town Manager that the
State budget was passed by the Senate and it included the $60,000 request by the
Selectmen for the Fultons Pond Dam Project. Representative Barbara Hyland and
Congressman Barney Frank expressed that they also supported this budget. On
June 13, 1996 Senator Keating was able to get this passed by the full Senate and it
is now on its way to Washington.
Town Manager Williams informed the Board of Selectmen that a contract to perform the project
at Fultons Pond is ready for their signatures. Bids were received from four (4) firms.
The bid recommendation is most cost - effective. They are now looking forward to the
Board's support of this contract. If signed this evening, a planning meeting will be held
on this Friday, July 19, 1996, to start survey work.
Mr. Howard pointed out that this is not the lowest bid but based on the number of hours, which
will be less than those in the proposal, times the hourly rate, will equal less money. It is clear
that the fee is not to exceed $39,500. It was also pointed out that this breaks down to 784 man
hours. They will bill at this rate only on expended hours. This way money can be saved and it
provides more protection for the Town.
MOTION: To approve this contract as presented to Tata & Howard (Pasquale - Collela) All
in Favor. PASSES.
e North Main Street Parking Lot
Mr. Lee Azinheira passed out plans to the Board of Selectmen for the North Main Street
Parking Lot project to be used for informal purposes only. A memorandum from the Department
of Public Works with their recommendation was also submitted to the Board of Selectmen. The
Department of Public Works recommendation is to use a Special Town Meeting Article. The
Special Town Meeting presentation strategy was briefly discussed. Town Manager Williams
stated that this is a matter of high priority. Mr. Pasquale feels this is a capital project in the
amount of $7,000 and should be put in as a Special Town Meeting Article. Mr. Mahana
suggested that perhaps this money could have been found within the D.P.W. budget. The Board
of Selectmen discussed whether this should be submitted as a Special Town Meeting Article
versus funded through the present budget. One item that delayed this project previously was the
verification of the line by a surveyor defining the project area involved. This has now been done.
MOTION: To put this item in as a Special Town Meeting Article (Pasquale- Madan)
(4- 1- 0)Chairman Mahana voted no.) PASSES

e Water Department Report
Mr. John Buckley, Assistant D.P.W. Director, presented the Water Department Report.
• SCADA System Design Services
Mr. Paul Howard, Tata & Howard, was present to answer any questions
concerning this project. The proposed project would involve planning the
computerization at a pumping facilities which could be used to operate the
wells. The computer capabilities and utilization were discussed. Tata &
Howard will be provided the system documents specifications and they will also be
responsible for assisting in the review of the responses from bidders regarding this
R.F.P. and final selection processes. This includes going through construction services
one by one to be sure that what the bidder proposes is what they will do with no
omissions of items requested in the R.F.P. This document needs to
include dollars and modifications discussed at this meeting.. This will be resubmitted for
approval at the next Board of Selectmen meeting.
• Oxford Tank Painting Design Services
This project was also approved originally at the 1996 Annual Town Meeting. At the
present time it is necessary to begin writing the design specifications. In addition to this,
it is necessary to hire a firm which conducts resident inspection services to insure the
tanks are prepared properly (i.e. atmospheric temperatures) prior to painting so that
the tanks painting can be done properly. Approximately $10,450 would be required to
fund this inspector. The remainder of the money is for specific items, such as,
specification preparation, technical review, and supply requisitions. This will also
provide 38 man days during the cleaning and preparation of the tanks. Painting of
the tanks will be part of another bid. When the bid for painting of the tanks takes place,
bid specifications will be available through Tata & Howard. The project in total will be
approximately $350,000.
MOTION: To award the $19,000 portion of the project to Tata & Howard
(Colella- Pasquale)AII in favor. PASSES.
*Foolish Hill Proposal for Construction Services
This project was designed by Tate & Howard. This project has been awarded to Walsh
Construction located in Attleboro. They will do the construction phase in the
existing contract agreement for construction services. It was also noted that they
will subcontract for a consultant who will review shop drawings and be available to
field questions as they arise during construction, on site, if necessary. The cost is
not to exceed $5,000. This was included in a memorandum dated July 9, 1996 to
John Buckley with specific changes which were also included. Tata & Howard would
be able to go through the shop drawings and provide professional data. The Water
Department will provide an Inspector who will be on site. If Tata & Howard was to be
required to do this work, this would result in higher costs to the Town. The Highway
Department will inspect the project regularly.
MOTION: To approve this Amendment as submitted in the July 9,
1996 memorandum (Pasquale - Mahana) All in favor. PASSES.
•Groundwater Viral Study
A letter from the Commonwealth of Massachusetts concerning a Groundwater
Viral Study. The letter confirms Mansfield's participation in this study.

Participation in the study would be at no cost to the Mansfield system.
MOTION: To take part in this study (Mahana- Colella) All in favor. PASSES
Selectman Mahana requested that the Town of Mansfield obtain salt studies from all
surrounding Towns. A document with this information was in the Globe and provided to
Mr. Mahana by Mr. Buckley. A separate test is in for Albertini II and III. 32 was the
average of the mixtures. Chairman Madan requested regular notifications regarding
content of sodium in the water. If Albertini II is going to be shut down, it changes the
water production figures. Chairman Madan feels since Mansfield qualifies, we need to
send a request to the D.E.P. to issue a declaration of a water emergency. If the Town is
going to run that system, the residents in that area should be notified.
MOTION: To send a request to D.E.P. declaring a water emergency. (Pasquale -
Mahana) All in favor. PASSES.
MOTION: To have the Town Manager and staff, Conservation, Planning and
Highway get together and develop a snow removal plan so that we
can protect our well sites. This plan is to be implemented this winter.
(Mahana- Pasquale)AII in favor. PASSES.
MOTION: To watch sodium levels and notify the public, particularly those
who need to limit sodium intake, to perform a sodium test at house level.
(Mahana- Pasquale)AII in favor. PASSES.
Mr. Madan asked Mr. Buckley to get a sodium level from all the surrounding towns
including Easton, Foxboro, Norton, Attleboro, and North Attleboro, so that the Board
can have a comparison to see if the aquifer has indeed been infiltrated by sodium, or,
if there is just a specific problem in this area.
*Meeting with Army Corp. of Engineers
A meeting was held with the Army Corp. of Engineers concerning the Walsh well site.
A letter dated July 17, 1996 outlined the purpose for this meeting held on July 11, 1996
and included the individuals who were present to discuss the Corp.'s interest in the
Walsh well site. The purpose of the meeting was to convince the Corp. and illicit the
support of the public officials of the high desirability in the public safety
of the Town of Mansfield to get the Walsh well out of permitting, into the
regulatory process and, finally, into construction. At the end of the meeting the Public
Officials had grasped the situation and are fully cognizant of how important this was to
Mansfield and they received the support of the Congressional delegation, both
during and after the meeting. This information was provided to the Town Manager
after the meeting and they are now attempting to make move this from enforcement to
permitting and shall notify the Town. Mr. Howard's Office provided a packet of
information that the Corp. had requested and it was well received. Mr. Williams spoke
with Mr. Blute's office and Congressman Frank's office and they gave him good
indications that they felt Mansfield had made good progress. They stated at this
time the Corp. will review the document. The plans will get shipped to Washington
and they have up to 120 days to review. it was also noted that this may not have
taken place if there had not been an enforcement complaint. Mr. Howard felt that
at some time this would have had to go in front of the Corp. The violation is over
and this may be going into the permit process. In conclusion, Mr. Williams thought the
meeting went well with the Corp. and was very beneficial. Mr. Williams thanked
Mr. Howard for his prompt response and for the use of the data he provided.

Water Department Articles
CDM reviewed the proposed articles and provided the following comments:
*Demonstration Study -- Budget Estimate: $90,000
This system is being used in North Attleboro and it seems to be
working well.
*Disinfection Study: SodiumHypochlodte vs. Alternates -- Budget Estimate: $5,000
This is not worth looking into.
*Well Cleaning and Pump Rehabilitation -- Budget Estimate: $120,000
No comments.
*Test Well at Albertini 4 Site -- Budget Estimate: $15,000
Closing Albertini 2 and limiting to emergency use it may help the well
to function better. This will not change sodium levels.
*Test Well at Witch Pond Estates - Budget Estimate: $20,000
The Town could take Albertini II at $120,000 for 6 hours or
can take Albertini 2 and move to Witch Pond. This would be
a better selling point. Mr. Pasquale felt this should be a
priority.
*Replacement Wells at Albertini Site -- Budget Estimate: $55,000
This is necessary if Albertini 4 is brought back.
MOTION: Article for $20,000 for test well site and, in addition,
would like to have Article at S.T.M. for $20,000 to be
used from the Stabilization Fund. (Pasquale - Colella)

This item will be held until the next meeting.
