Next, Mr. Chin reviewed population projections, historical pumping data for the
years 1989 -1993, and water system demands.
Paul Howard reviewed water supply capacity, safe yields, available water, and
potential new water sources.

of each well each day, possible new source locations, location of test well in the
Forest Park subdivision, well(s) contaminated with bacteria, determination of
source of bacteria, use of 1995 projections, review of safe yields during a drought
for planning purposes, reason for Mansfield's manganese problem, and use of
Dustin Well.

report dated January 1994 is final, average daily demand, maximum daily demand,
projection accuracy, well to be shut off when Ash is brought on, water
management act, addition of volume vs. permitted capacity once the Ash Well is
on line; effect of neighboring cities and towns drawing on adjacent wells to
Mansfield's wells; peak pumping capacity, effect of an eight hour down time for
wells; need for a water conservation program, establishing a strong educational
program in late spring concerning watering the lawn, and timing of increased
demands during the year
During the next portion of the meeting, Mi•. Paul Howard reviewed ISO (Insurance

deficient areas in Town.
Next, Howard Chin reviewed recommended improvements to the Town's water
system.
John Tata summarized the preceding portions of this meeting and explained that

updated every ten years. Mr. Tata also stated that the results of Mansfield's report
are not unusual compared to other communities.
Questions and Comments
Workshop participants asked questions and commented on the following: the cost
difference between cleaning and lining pipes vs. replacing them, pressure vs.
capacity problems, detection of pipe build up, use of ISO as a goal, use of ISO
during review process for new plans, requiring water storage tanks, model used
while reviewing the distribution system, future planning model, use of report as a
planning tool, use of GIS by the Town while planning fixture improvements,
importance of educating the public, water pressure and capacity in the Giles Place
vicinity, areas in Town where additional projects should not be permitted without
supplemental storage tanks, effect of sprinkler system on fire flow rating, water
pressure in the Maple Sheet area, implementation of a system where problem
areas may be flagged, effect of leak detection and water audit, and whether or not

additional homes may be put on line prior to the Ash Well being put on line,
whether or not additional homes will overtax existing wells, and the possibility of
trading off sewer capacity for water capacity with neighboring communities.
