Present: Chairman Robinson, Clerk Ronald, Selectmen Pasquale and Penney,
William F. Williams, Town Manager
Mr, Kevin Feeley, Attorney from the firm of Murphy, Hesse, Toomey and Lehane, was
present to discuss the Memorandum of Agreement between the Southeastern Public
Employees Association - Clerks Unit of the Town of Mansfield.
Attorney Feeley and members of the Board of Selectmen reviewed the articles in the
Memorandum. The Board questioned Article VII - Job Postings: "qualified and able ". The
Board would like to see "ability" replaced with "demonstrated ability ".
The positions of Senior Clerk and Principal Clerk have now been merged and the new title
is Clerk.
MOTION: To approve the Memorandum of Agreement between the Southeastern
Public Employees Association - Clerk's Unit of the Town of Mansfield.
Pasquale/Penney: 3 -0 -1 Robinson opposed
The Board discussed the recent press concerning the position of Mechanical Inspector and
attacks on William F. Williams, Town Manager. Selectman Ronald asked if the Board
needs to respond. Mr. Williams stated that Bertram Cook, Inspector of Buildings and
Zoning Enforcement Officer, was scheduled on that evening's agenda. Any questions
should be directed to him at that time. The position was created legally and approved at
Town Meeting, the selection process was open, and the most qualified individual was
employed with the full knowledge that he /she would be certified within 18 months. It was
not a closed door policy, and members were advised not to make comments due to
possible pending litigation.
