Selectmen
Selectman Royle asked about the figures for the Park Row School. Selectman Royle also asked
when the Board of Selectmen would be discussing septage rates. William Williants, Town
Manager stated that septage rates will be discussed with Robert Swanson at the Selectmen's
meeting of February 16, 1994.
Lastly, Selectman Royle asked what is being used to fund the Town flag. A consensus of the
Selectmen was to go ahead with the flag and to fund the project with the Selectmen's discretion
account.
Selectman Penney asked Mr. Williams how the trial period for use of calcium chloride in place
of salt for the roads is going. Mr. Williams responded that the DPW Director likes using the
calcium chloride and that there are units of it on every sanding truck now.
Selectman Penney also asked if the Town can receive any compensation from Attleboro for
having their water treatment facility on Mansfield land. William Williams, Town Manager,
responded that Attleboro does pay the Town of Mansfield $3,800.72 every year for use of this
land.

once again for a local housing partnership proposal for two townhouses. Discussion followed
concerning the procedure Mr. Martin must follow with regard to presenting his proposals to
other Town Boards. There was also discussion whether or not the Board would like to hear
his proposal again because the only thing that has changed is one townhouse has been
eliminated.
A consensus of the Board was not to bear the proposal again, unless there is a legal require-
ment to, because two townhouses rather than three is not a substantial change.

law to have two at the same location. Mr. Clemmey also stated that he would like the Board
of Selectmen to revoke PATNA's Class II license.
Next Mr. Clemmey asked when the licensing for Great Woods is scheduled. Chairman
Pasquale responded that the Selectmen have always held a public hearing for the license
renewal. Mr. Clemmey responded that the Board cannot grant a license for Great Woods from
15,000 people to 19,000 people unless they have completed a second roadway.
Lastly, Karl Clemmey referenced the last Selectmen's meeting he attended, at which he stated
that he asked Selectman Royle to write to the Ethics Commission and Selectmen Royle stated
that she had a letter on record at the Town Clerk's office. Mr. Clemmey referenced the date
the letter was recorded at the Town Clerk's office and stated that the response is not for Mrs.
Royle holding the office as a Selectmen but is for the seat she held on the School Committee.
Selectman Royle responded that the opinion from the Ethics Commission is for her seat on the
Board of Selectmen not the School Committee.
Leonard Flynn, 102 Jewell Street, asked if an application for a Class II license for Philip Finer
was going to be discussed at this evening's meeting. Mr. Flynn was informed that it would be

different this year compared to past years with snow removal. Mr. Williams, Town Manager,
responded that the Town is not doing anything different but that the weather conditions have
been different.
Selectman Royle suggested that perhaps the Selectmen could encourage Town residents not to
put there driveway snow into the streets.
Chairman Pasquale stated that he received a call from a resident regarding trains idoling on the
track and stated that he thought the trains were only supposed to idol in the train yard. He
would like this brought up at the train station meeting.
