EXECUTIVE SESSION
MINUTES
June 29, 1994
PRESENT: Amos Robinson, Chairman, Douglas Ronald, Clerk,
Selectmen Pasquale and Penney
William F. Williams, Town Manager
Daniel B. Clifford, DPW Director
Dan Clifford, DPW Director, stated that he would not be discuss-
ing the DPW contract this evening with the Board of Selectmen be-
cause DPW has not ratified the agreement, however he would like
to discuss reorganization within DPW.
Discussion followed concerning eliminating one foreman position
and demoting the employee who fills the position to a skilled
laborer. Mr. Clifford stated that he would like to make a one
lump sum "buyout" to the employee, the amount of which would be
the difference between a skilled laborer's salary and a foreman's
salary, but he would need the Selectmen's permission to do so.
Discussion followed concerning an agreement being drawn up con-
cerning the proposal.
Next, Mr. Clifford stated that under a new DPW agreement, manage-
ment proposes a lead man position, which would employ two
separate individuals. Once the lead man position is created, the
second foreman position will not be necessary. The employee in
the current foreman position has been offered the position of
skilled laborer. Mr. Clifford would also like to offer a buyout
to this employee similar to the one above. One of the leadmen
would eventually fill the foreman's position.
Discussion followed concerning starting precedent with "buyouts"
MOTION: To support Mr. Clifford's two "buyout" proposals and
reorganization as submitted.
