BOARD OF SELECTMEN
MINUTES OF MEETING
JUNE 23, 1993
PRESENT: Chairman Pasquale; Selectmen Robinson, Royle, Penney, Ronald; Town
Manager
1. The meeting was called to order at 6:40 P.M. and the Flag saluted.
2. Bill Williams, Town Manager, and Chairman of the MBTA Train Station Com-
mittee, introduced those present as: John Pobst of SRPEDD, Frank Gay of
GATRA, Craig Miller /STV Group, Rep. Barbara Hyland, Jeff Greer of Cleve-
land Twist Drill, Shaun Burke and Marydee Flynn of Mansfield Planning
Board, and Francis Bruno, a Mansfield resident.
At the Committee's June 3rd meeting it was voted unanimously to present
the preliminary plan which Craig Miller of the STV Group showed and ex-
plained. It would eliminate River Street by making it part of the parking
lot and enlarge parking capacity from 349 spaces to 1,149 with 15 handi-
capped spots; this is a 141% increase. It is assumed that the Cleveland
Twist Drill facility will be acquired for parking with access on the south
side and egress onto Allan Street.
Selectman Robinson questioned how existing roads can handle 1,149 cars.
Selectman Royle also expressed concern for increased traffic onto Rt. 106.
She then suggested opening other train stations in other communities.
Bill Williams explained this is an approval for the economic plan for the
Small Cities Grant. Rep. Hyland advised there are discussions concern-
ing more stations, parking, etc. Selectman Ronald said he agrees with
Selectman Royle. Chairman Pasquale said he also agrees with Selectman
Royle, but did not feel a station in Foxboro would help that much. He
said he would like to see a split other than 50/50 on the parking fee as
the Town does the upkeep of the lots and staflf_o_n_,_c_o-fTecting of the fees,
etc. He said the access road is definitely needed, but where is the money
going to come from. He would like parking for Mansfield residents, but
does not want to count on using Chapter 90 funds.
Bill Williams advised the Board not to vote to include this in the Small
Cities Grant unless we are willing to accept the discriminatory provision.
Chairman Pasquale said he feels the access road is needed, but residents
need consideration also; Mansfield contributes alot.
Lenny Flynn, who was in the audience, suggested acquiring Cleveland Twist
land now, then develop it in phases as can be handled. He went on to point
out that MBTA has not attended most of these meetings, yet it is getting
two million dollars per year use of the Mansfield train station.
Marilyn Powers suggested considering acquiring Cleveland Twist property as
an asset for Mansfield vs. the property being sold to another party which
will increase the impact on Mansfield traffic, etc.
Chairman Pasquale said he would like the Board to vote for the plan pro-
vided it is stipulated that the Town may be allowed to develop it based
upon its own plans and needs.

Selectman Ronald said he feels a need for an Advisory Committee because
the Access Committee has too many other matters to attend to. Lou Amoruso
said he would want a member of his committee to be a member of the Advisory
Committee. Chairman Pasquale stated as the licensing body it is the Board's
responsibility to see that the license is being enforced. The function of
the Cable Access Corp. would have to be formalized; perhaps use the letter
from Atty. Howard Horton to address the issues. Suggested members for the
Advisory Committee: member of Board of Selectmen, Finance Committee, Cable
Access Committee, someone from education, one from municipal staff and one
citizen at large; to oversee compliance of the license and activities of the
Access Corporation.
Chairman Pasquale mentioned relocation of the Cable studio, also that Cable
Access Board should concentrate on quality. Selectman Royle suggested in-
viting the Cable Access Board to a workshop for discussion of these issues.
9. Charter Informational Hearing
Town Clerk, Judy Scott, had earlier distributed material pertaining to a
Charter revision which she reviewed for procedures. She advised it is time

said people should be encouraged to pick up the petition papers to be cir-
culated.
