program for two to three years.
Selectman Royle commended Keith for seeing the need for specific services.
Selectman Ronald voiced concern as to whether what he is proposing is
covered by other services in the area. Keith said they will do most of
their work in people's homes.
The Town Manager said the purpose of tonight's hearing is to hold a meet-
ing for public input for the Town of Mansfield grant application. Mans-
field Families is an established entity owner but needs funds. Keith said
it is a parent -aid program. Chairman Pasquale commended him on his commun-
ity spirit, questioned him about insurance coverage.
Gale Farrugia, Council on Aging Director, introduced Carol Lucas of West -
side Benevolent Society, and Lucretia Hudzinski of INFO LINE, all of whom
spoke of the need for a food bank for at least two or three days a week.
Gale Farrugia said she will be looking for a licensed social worker this
year to work with Keith's project. It is important to have services in
town because Mansfield does not have public transportation to such serv-
ices in other towns /cities. Gale said Keith's plan is valuable.
The Town Manager asked how much money the three of them need for the com-
munity development application; it has not been determined yet, they said.
The Town Manager advised the Mansfield train station will be entering into
( the grant application for acquisition of the Cleveland Twist Drill prop-
erty - a public involvement grant /a component for preliminary plan /a com-
munity need assessment.
The Town of Mansfield has a six -year plan which is commendable; a "core"
program will not be successful in acquiring a grant (social services); pub-
lic transportation is a serious message with public services.
Selectman Royle said she is not pleased with the scope of the grant -
social services should be paramount, quality of life is important.

programs. Joy Lee mentioned the newsletter and calendar they produce
each month. The Board asked if it could receive copies.. Gale said they
are always in need of volunteers. Joy Lee said the Library Trustees and
Council on Aging meet twice a year to share responsibilities of the build-
ing.

Mo Prasad and Scott Button of the Cable Advisory Committee were present.
Chairman Pasquale followed the listing of non- compliance:
Payment to Cable Access, due March 15, 1993, was made May 21st.
Mo Prasad stated it should have been from July 1, 1993; the check
showed July 31, 1993.
The Performance Bond was due March 8, 1993.
Steve Grossman took the blame for the check error and performance
bond, but also advised there is a performance bond in place since
the system was first constructed. He said the errors were not
intentional.
Steve Grossman had the Letter of Credit ready to be signed.
Mo Prasad stated a penalty of $100 per day is stipulated, after a
30 -day notification by the issuing authority.
Selectman Ronald mentioned miscommunication, and feels fault lies
in not having an Advisory Committee in place, and because of to-
night's last minute conditions, he would be inclined not to impose
fines; notices were not sent out.
Chairman Pasquale said he was the force behind putting fines in
place; there is a procedure for assessing fines. He will accept
the letter of credit, look at it and have Town Counsel review it.
Selectman Royle said she felt a contract has to be adhered to.
