(due to the seating arrangement).
Larry Roberts, Chairman of the School Committee, introduced his committee
members; Supt. Richard Warren and School Business Manager, Bob Gurek, were

it; Phil Smith acted as Chairman. Chairman of the Board of Selectmen, Joe
Pasquale, introduced his Board members and Town Manager, Bill Williams, and
Town Accountant, Larry Gallagher.
Phil Smith opened by stating he recommends a budget that is balanced, which
is $31,241,779.00; it allows some for Capital Improvement projects, municipal
and educational expenses. They did not make presumptions on funds from the
State. Bob Lynch reported alot is going into the ADA (American Disability
Act). Under Capital Improvement he mentioned land acquisition, Memorial
Park - funds obtained from the sale of Spaulding School were supposed to be
used for this. Phil advised the goal was to work without an override with
$424,000 for capital improvements. Chairman Pasquale explained the Capital
Improvement budget was broken into separate articles.
There was brief discussion regarding accreditation - it was secured.
Chairman Pasquale commended the Finance Committee on a good job getting to
the Capital Improvement budget. Chapter 90 funds will cover most of the
road work in the operating budget.
Phil Smith reported new growth is down; overall numbers are up but are very
small. He said he feels there will have to be a Fall Town Meeting, depend-
ing on the Educational Reform Bill.
There was discussion on increase of the teaching staff; they have selected
six and the Town has budgeted for benefits for that six, no more.
Phil Smith stated everybody worked well together from early on. The Town
Manager said the Finance Committee leadership has shown cooperation and
should not underestimate the role it played. The Town owes a debt of grati-
tude to the committee. It is good to know an even, fair - minded group of
individuals can stand before Town Meeting to present the budget.
Chairman Pasquale thanked everybody for the joint meeting and said he feels
they should meet regularly.

Chairman of the Conservation Commission, Greg Cauldwell, and Leonard Flynn
of the Natural Resource Trust were both present to discuss their five
Articles on the Town Meeting Warrant - Nos. 21 through 25. Each Article

acreage from 10 ±. 22 ±. 6.7 ±,, 3.1 ±; Article 25 requests transfer from the

parcels of land in the Great Woods to be used for conservation purposes.

handling of the money. The Selectmen commended Lenny on the marvelous job
he, the Natural Resource Trust and the Conservation Commission have done
on all these parcels. The Town Manager reported that Senator Keating and

ing with the DPW Commissioner. Grey Cauldwell referred to a letter to
Kerasiotes, Mass. Highway Department, from Senator Keating and Representa-

would be under the control of the Conservation Commission.

Chairman Pasquale reviewed changes made and /or eliminated from the original

by Town Counsel that fines are improper under the Town's existing by -laws,
and minimum security requirements give the Fire and Police Chiefs latitude.
.Selectman Penney referred to the three workshops they had had on the license,
saying the decibel levels should be stated. The Board of Health had con -
vinced him the levels should not be specified. Selectwoman Royle said she

Lynch of Elm Street read a letter he had written in support of Great Woods,
where he had worked for several years. Patrick McGrail of Branch Street

portunity in the town.
