5. Dog Complaint Hearing
Mr. James E. Belodeau, Jr., 15 Lancashire Drive, and several of his neigh-
bors had filed a Complaint of Barking Dogs against Mr. Raymond Guy, owner
of Alladin Kennels, 1660 West Street. Mr. Bilodeau and his neighbors were
present, as was Mr. Guy and the Dog Officer, Jeff Collins.
Chairman Pasquale asked Mr. Bilodeau to review his complaint, and then gave
the neighbors the opportunity to address the issue. The Dog Officer made
his report on trying to resolve the matter and advised the kennels were
there long before the homes were built. Mr. Guy said he has had the kennels
since 1978; he has eliminated Sunday morning pick -ups of dogs and has tried
to keep the dogs as quiet as possible.
Mr. Bilodeau suggested letting the dogs out a little later weekend mornings.
One resident mentioned a "sound block" could be effective.
Selectwoman Royle suggested Mr. Guy acquire a cost estimate for some type of
sound barrier, and that he let the dogs out a half hour later on weekends.
She also suggested the neighbors look into the cost of sound blocks for their
properties.
It was mentioned that Mr. Guy keep the windows closed during summer months
and just run the air conditioning.
Chairman Pasquale suggested a stockade fence around the areas where there
isn't any at present, which is the Timberline Drive area; all others have
a six foot fence. He summarized as follows: Fence in the Timberline Drive
area, or get an estimate; keep the dogs in a half hour later Sunday morn-
ings (until 7:30 A.M.); keep windows closed in the summer and turn up the
air conditioning.
Mr. Bilodeau said he would like an expert to survey the situation. Select-
man Ronald suggested having an acoustical engineer investigate before Mr.
Guy spends any money, and have Jeff Collins work with him and report back
to the Board.
j Chairman Pasquale asked Mr. Guy to meet with the Board in two weeks.

sentative Hyland, to get an update on progress for the adquisition of
the 88 acres of land from the State. He said most left with the feeling
of frustration; they did not get results or why it could not be returned
to the Town; it was really a stalling tactic. He suggested a meeting with
Secretary Kerasiotes and the Highway Commission.
Lenny Flynn thanked everybody for arranging the meeting but said he was
disappointed it put all the Tom officials and elected officials in the
