BOARD OF SELECTMEN
MINUTES OF MEETING
MARCH 3, 1993
PRESENT: Chairman Tartufo; Selectmen Penney, Pasquale, Colella, Robinson;
Town Manager, Bill Williams
1. The meeting was called to order at 8:00 P.M. and the Flag saluted.
2. Due to the delay in starting the meeting, Chairman Tartufo announced they
would immediately start the Train Station Information Forum. He turned
the meeting over to the Town Manager who advised who represents the Train
Station Committee; among those was John Pobst of SRPEDD. Bill reported
the committee asked for a short -term traffic recommendation. There is no
proposed action. The committee expects to deal with a train station
master plan - a train station proposal for Mr. Pobst's concern for im-
provement of safety.
John Pobst addressed a plan developed by the MBTA concerning problems leav-
ing River Street. It suggested exit on Allen Street Extension, no right
turn, and was endorsed by Police Chief Earls. Allen Street Extension be-
longs to Cleveland Twist Drill, so this must be resolved first. Bill
Williams explained Cleveland Twist owns Allen Street and they are going to
sell their plant. Jeff Greer, Manager of Cleveland Twist Drill, said the
proposal was objectionable to his company. Tractor. trailers need River
Street to egress. John Pobst said the mildest step is no right turns out
of the River Street lot. Bill explained that if Cleveland Twist is sold,
the situation will be different. At present the plan is only a short -
term solution.
The meeting was then opened to the public. Jim Clemmey, of Clemmey Tank
Co., said Clemmey Tank gave River Street to the Town in 1963. His concern
is that cars come through his company's parking lot. There is a problem
as to Amtrak property, Town property, Clemmey Tank property.
Mary Williard, a Foxboro commuter, suggested police at high commuter
times. Bill mentioned consideration of a traffic signal. An East Street
resident was interested to know if commuters were on the committee; she
was told 'yes'. John Pobst said any commuter interested is welcome on
the committee; the next meeting is March 15th.
Bill Williams referred to the possible sale of Cleveland Twist Drill and
a meeting he had with the company's attorney and executives today. He
also mentioned that the most common complaint from commuters is concern
with drainage for the River Street lot, which was discussed. The Town
needs support to convince the MBTA to improve that lot. Alternatives
were discussed; unfortunately it takes money.
Deborah Graham, a commuter from Mansfield, mentioned the lack of parking
space after 7:30 A.M.

recommending 107 %. Selectman Penney said he would support 107 %, Select-
man Colella said he would like to see it stay at last year's rate of 110 %.
Selectman Robinson expressed concern for senior citizens and the elderly;
Selectman Pasquale said he appreciates the concern for senior citizens,
but he wants to continue to send the message to businesses that the Town
can't do alot; he suggested the Board consider 109 %. Chairman Tartufo
felt the Board has to consider the best interest of people in town. He
said he would like to have seen more movement last year, and he would con-
sider 109 %. He pointed out there are alot of small business owners in
town, and mentioned betterments and senior citizens. He suggested the
possibility of setting up a pool (some part of the classification) for the
elderly; the Town Manager will look into this.
