6. Public Hearing /New England Telephone
Paul Ciampi represented the Phone Company. The Clerk read Petition No.
92 -12 for replacement of one pole on the north side .of Maple Street ap-
proximately 73 feet west of Bird Road. The petition is for the phone com-
pany and Mansfield Electric. Paul Ciampi explained that the interseciton
of Winter and Maple Streets is being revamped to handle customers on Bird
Road. The Electric Department needs the pole to get their lines down Bird
Road. This petition connects with Petition No. 92 -13 which does not re-
quire a public hearing.
Tim Murphy, 614 Maple Street, and Greg Ryding, 796 Maple Street, were pre-
sent and said they don't appreciate being able to see three poles from
their homes. Paul Ciampi said there will be no overhead wires and advised
the phone company sets poles at property lines and with 100 foot lots they
do seem close together.
Selectman Colella suggested the Light Commissioners should have Mr. Murphy
( and Mr. Ryding meet with the Electric Department Director, John Larch.
Selectman Robinson, as Chairman of the Light Commissioners, said he would
talk to John Larch tomorrow morning and have the two residents meet with
John. Mr. Murphy also said he feels the pole at Bird Road is a hazard.

John Larch.

other Town staff as to whether it is appropriate.
Colella /Penney VOTED: 5 -0

the Mass. General Laws, and that he be restrained at all times.
Penney /Colella VOTED: 5 -0
Town Engineer /WWTP
Bob Swanson, DPW Director /Town Engineer, and Alex Moles, Consultant Opera-
tions Manager, were both present. Bob had a $14,350 Purchase Order for
Palmer & Dodge services for the Industrial Pretreatment Program. Bob said
the Environmental Protection Agency only wants to deal with the Town
attorney.
Selectman Penney reported the Board had discussed the situation at its
January 28th workshop and possibly paying the fine of $12,000, which has
been reduced to $7,000, rather than pay the attorney fee. The Town Manager
explained his conversation with Attorney Ralph Child. Bob Swanson and
Selectman Penney agree it is wise to pay the fine and then proceed. Camp,
Dresser & McKee is working on the I.P.P. schedule; it will then be neces-
sary to get the Towns of Norton and Foxboro Intermunicipal Agreements in
compliance. The Town Manager pointed out the Town has to be able to make
a scheduled commitment promptly. Bob is to go forward with the I.P.P.
implementation process and go forward with Camp, Dresser & McKee. The
existing I.P.P. program needs to be reviewed and updated. Bob needs a
purchase order for $40,000.00 to implement the I.P.P. program by Camp,
Dresser & McKee. Funds are to be used from the WWTP expansion study cap-
ital improvement program.
Alex Moles reported the IPP program is part of the NPDES permit.
MOTION: To approve the purchase order for $40,000.00 for services of
Camp, Dresser & McKee to assist with the update of the IPP re-
port.

he thought it would be nice to have signs displaying the team achieve-
ments for those entering the town. He then spoke of several "kids"
who achieved academic standing as well as athletic, which speaks well
