PRESENT: Chairman Pasquale, Clerk Ronald, Selectmen Penney, Robinson, and Royle and Town
Manager, William Williams
1. Workshop with the Board of Assessors - Continuation of Tax
Classification Public Hearing
Assessors Walter Main, Alfred Turinese, and Paul Folkman were all present for this
workshop. The continued hearing began with a discussion of surrounding cities and towns tax
rates vs. Mansfield's rates. Assessor Turinese stated that the Board of Assessors' recommen-
dation would be to strive for a single tax rate as much as possible.
Assessor Turinese requested a roundtable discussion with the Board of Selectmen and the
LD.0 sometime in the near future.
William Williams, Town Manager, referenced a memorandum from the I.D.0 in which they
express support for a tax rate of 106 percent for Industrial Uses and a three -year goal to reach
a single tax rate.
Members of the Board of Assessors expressed concern of the inaccessibility of owners of large
companies and suggested that possibly the I.D.0 could help to generate communication be-
tween them and the larger companies.
The members of the I.D.0 took a consensus in favor a 106 percent tax rate for industrial uses.
Discussion followed regarding the pros and cons of dropping the tax rate for industrial uses by
3 percent, the amount of town services used by industrial land owners vs. residential land
owners, and industrial companies seeking abatements on their taxes.
MOTION: For a 108 percent tax rate, which is not a huge decrease but still shows that we
are trying to help out.
