mula used for education reform (both the number of formulas and the figures used in it),
growth funding, time frame for notification of the amount of state aid to be awarded, reim-
bursement of transportation expenditures, statewide teachers contract, and state aid for police,
fire, and public safety due to rapid population growth.
5. 9:00 P.M. - Old Maple Street Discussion
Selectman Penney stepped down from the Board for this discussion and sat in the audience.
Clerk Ronald stated that if the closure of Old Maple Street at Joanna Drive was already ar-
ranged when the subdivision was going in he would be in favor of it.
Selectman Royle stated that she would like to ask Ralph Penney's attorney questions regarding
his request to close Old Maple Street, However, Mr. Penney did not have representation for
this discussion; he stated that he did not need representation because he has no financial gain.
Chairman Pasquale asked Ralph Penney if he was aware of the conflict of interest law.
1
Selectman Royle asked Ralph Penney where he is requesting Old Maple Street be closed.
Ralph Penney requested it be closed at the Joanna Drive intersection. Selectman Royle also
asked why Mr. Penney would like that intersection closed when the intersection of Old Maple
Street and Maple Street is dangerous.
Selectman Royle stated that she is concerned about cross speed through Old Maple Street for a
120 foot distance and hitting an earthen berm if Old Maple Street is closed at Joanna Drive.
Selectman Royle also stated that she thinks it would be more useful to close Old Maple Street
at Maple Street or change Old Maple Street to one -way street which would alleviate some of
the traffic. Selectman Royle also stated that she does not think the Board of Selectmen should
be closing roads based on conceptual plans and that Joanna Drive has created a safer and nicer
area for the residents.
Mr. Penney stated that Selectman Royle is going against expert's opinions. Carol Penney
asked Selectman Royle what makes her think people would want to travel on Joanna Drive.
Selectman Royle stated that she is opposed to closing roads and that she would like the Board
to seek an alternative rather than close the road.
Ken Kilburn, 318 Maple Street, stated that the road has not been maintained by the Town and
it is in horrendous condition. Mr. Kilburn also asked why the street should not be closed if
the Town is not going to fix it.
Chairman Pasquale stated that he would vote to make a recommendation to close Old Maple
Street at the intersection of Maple Street and Old Maple Street.
Ralph Penney stated that it was agreed that mail delivery and rubbish collection would be oil
Maple Street and that he doesn't think that closing Old Maple Street at Maple Street is a com-
promise. Mr. Penney also stated that the contractor is only willing to extend the berm and it
will cost the Town.
Bill Morrison, a Maple Street resident, stated that he would prefer that Old Maple Street be
closed at the other end and that he has not given much thought to closing the street at the
Maple Street end because it was proposed to be closed at Joanna Drive all along. Mr. Mor-
rison also stated that his only argument would be that the contractor may not do the work if the
road is closed at Maple Street.
Ralph Penney stated that Town Engineer, Bob Swanson, drafted the plan the contractor was
going to just move the curb. Three different companies have looked at the plan and they have
all come up with closing Old Maple Street were it meets Joanna Drive. This is what was nego-
tiated with neighbors before he moved into the neighborhood. There are only two houses on
Old Maple Street and one hundred and fifty feet of road.
Selectman Royle stated that she would agree with Chairman Pasquale and that it is in the best
interest of safety and that she will vote in favor of closing the end of Old Maple Street that
abuts Maple Street which would eliminate speeding across and other safety issues.
Chairman Pasquale stated that his problem is if the street is closed at Joanna Drive the resi-
dents would still have to enter and exit on Maple Street which is were it is dangerous.
Selectman Penney stated that lie feels this is being done "ass backwards" and is against what
the traffic consultants are saying.
r Selectman Ronald stated that with that recommendation Conservation's request to have the
swale installed is being eliminated and that he would rather follow those procedures than turn
the other way.
MOTION: To close Old Maple Street at the intersection of Old Maple Street and Maple
Street.
( Royle- Pasquale) (2 -1) Selectman Ronald Opposed. PASSES.
Selectman Royle explained that she made this motion for public safety reasons.
Chairman Pasquale stated that he would like to make sure that the Conservation Commission
doesn't have a problem with the above vote.
Ralph Penney stated that the Selectmen are going against the plans since 1989 and are doing it
to spite him. Selectman Royle responded that Mr. Penney is acting irrationally. Mr. Penney
stated that Selectman Royle does not know what she is talking about and that it is friggin'
bullshit.
At the conclusion of this discussion, it was requested that the Conservation Commission and
