MINUTES OF EXECUTIVE MEETING
May 12, 1993
PRESENT: Chairman Pasquale; Selectmen Robinson, Royle, Penney, Ronald; Town
Manager, Bill Williams; Police Chief, Jesse Earls
Jesse Earls reported that the phone next to Mansfield Co -op Bank will be re-
moved May 18th.
Tomorrow night at 5:30 P.M. he will meet with the Downtown Merchants Associa-
tion regarding their concerns of "Good weather" loitering of small groups of
youth; the merchants perception of constant and open sales of illegal drugs;
occasional random acts of vandalism to businesses; and sporadic burglary
sprees in the downtown area. Jesse stated the biggest item is to acquire the
video package concept. Jesse said he would like to keep this issue quiet -
not for the media. He said he understands signage is all that is required to
utilize video equipment. The problem has been identified as originating from
Brockton.
Some restrictions which limit the Police Department in handling these problems
are: limited manpower, dwindling financial resources and the Police Union. The
Police Union files grievances if non -paid reserve officers are used to increase
patrol coverage. A reserve officer can be used only with a regular officer.
The comment was made they would be better off doing it in pairs.
A full shift is six officers. If one officer is used, then one is taken off
the walking patrol and put in a cruiser.
Selectman Penney said he approves use of reserve officers if possible, and to
maintain the foot patrol. Selectman Robinson said he felt the uptown area is
ideal for a motorcycle patrol.
Chairman Pasquale stated July 4 there will be a big Together We Can weekend and
asked that Jesse keep in contact with the Board members.
