MINUTES OF EXECUTIVE MEETING
APRIL 28, 1993
PRESENT: Chairman Pasquale; Selectmen Robinson, Penney, Ronald; Selectwoman
Royle; Town Manager, Bill Williams
The meeting opened at 7:05 P.M. with an immediate motion to go into Executive
Session to discuss public safety and the Police Department budget: 5 -0
Each Selectman had been given information sheets which the Town Manager ex-
plained further. He said a change in staffing levels is proposed. There will
be an upgrade to Sargeant level and Lieutenant, and elimination of one Sar-
geant. This will enhance the accessability of supervision of one level.
Mention was made of an Operations Commander at 6:00 P.M., and moving Sgt.
Figueredo to handle other duties, in order to get maximum efficiency. Moving
the split shift will fit into budget changes going to Town Meeting. Mention
was also made of the 'patrol organization'.
Selectman Robinson said he was totally opposed to it; the Chief should cover
the Lieutenant's vacation time, adding a Lieutenant will not save money. Sel-
ectman Ronald questioned taking a Lieutenant and turning him over to a guard
officer. Questions were asked concerning the Chief's Memorandum and chart
Board members had in front of them (the secretary did not).
The Town Manager advised that the Finance Committee saw fit to support this
proposal. Selectman Penney asked if this is an attempt to resolve a person-
ality problem in the department. The Town Manager considers it uniform dis-
cipline within the situation. The new Lieutenant would be non -union and there
would be more people in patrol. The new Lieutenant would be on 6:00 P.M. to
2:00 A.M. Selectman Ronald asked about it being a six -month trial. Chairman
Pasquale stated the Police Chief has been given an order to clean up his de-
partment; nobody submitted anything to him (the Chairman) as suggestions. The
Police Chief stated there are minor personality problems and he feels having
one support person is not enough - meaning Lt. Figueredo.
Chairman Pasquale pointed out there has been a problem downtown - break -ins;
the Lieutenant administered the sargeants. This is an attempt to broaden the
base on his department and give him more managerial support. Selectman Penney
said he would like to learn how Foxboro and Norton are organized. Discussion
ensued regarding Selectman Robinson learning information 'going around' and
the 'chain of command' - he should ask the Town Manager.
The meeting adjourned at 7:55 P.M.
