The process has been completed except for the salary increase. When asked how much Bill had put in the budget for his salary, he stated 5 %, the same as he had given others of the administrative staff. Selectman Pasquale said he felt that is appropriate. The budget will fall within Prop. 221, Bill said he was pleased to tell them, and he would not accept nor ask for more than he gave any of his team. Selectman Penney said the cost of living today is 4.2; John Larch was just given 5 %. Selectman Penney then referred to points from his evaluation; i.e., he would like Bill to take a more positive approach; he would like him to be more assertive and more forceful with this Board and other committees. Chairman Tartufo said that is not the Town Manager's job. Selectman Penney also said he would like the Board to write down its procedures. He then cited Bill Madan, Chairman of the Planning Board, and Bird Road as an example of poor communica- tion between the Boards. He mentioned Bert Cook, Building Inspector /Zoning Enforcement Officer, saying he questions Bert's professional judgment and com- petence in the matter relating to the school bathrooms. He was reminded it is inappropriate to discuss personnel without their being present. Selectman Colella referred to his evaluation of the Town Manager, saying he had not been satisfied. He felt the police issue should have been handled better; he will not vote for a raise for Bill. Chairman Tartufo stated he is disappointed that some Selectmen are only Wednes- day night Selectmen; some evaluations were not solidly based, but overall it was a good evaluation. Selectman Pasquale told Bill he gave him a very good review; it has been a very difficult Board. Billihandled the police issue very well. Some of the things that came before the Board probably should not have. It would be a gross in- justice not to give him a good increase. * MOTION: To go along with the 5% raise. Pasquale /Robinson Selectman Robinson challenged Bill to work on his specified goals for next year - employee assistance plan, affirmative action. Selectman Robinson said Bill has great rapport with the community; regionalization will be good for the Town. He also felt concerns should be brought up prior to Wednesday night meetings.
