Public Hearing/ Cable TV License Renewal Chairman Tartufo introduced Selectman Pasquale as the Selectmen's represent- ative on the Cable Advisory Committee. Selectman Pasquale thanked everyone for showing up and stated the Advisory Committee was formed to advise the Selectmen on procedures for license renewal. Mo Prasad, Chairman of the Cable Advisory Committee was present, as were members Douglas Ronald, Bruce Glazer, Scott Button, and Attorney Howard Horton who was hired to assist the Town in the renewal process. He advised that the present license will expire in December 1992, and this public hearing will result in renewal or denial of the license. He said the record of the hearing will be kept open until November 1, 1992, and anyone wishing to make further comments may do so, in writing. Stephen Grossman, District Manager of CableVision, Inc. read a report on what he believes CVI has supplied the residents of the town. He said there are 60 channels to choose from and they hope to increase it from 62 to 80 channels in the next ten years. He reviewed user services, and included the 40 hours of local programing each month. Chairman Tartufo asked if the Board could have a copy of Steve's report. Dianne Royle, Chairperson of the School Committee, requested that programs be transmitted to all five schools, asked for continued training of stu- dents and eventual donation of equipment so they may have their own studio at the high school. She thanked Cable Vision and Cable Access for their contributions. Lou Amoruso, member of the School Committee, asked for continued help in inter - school communications outside of Mansfield. The Cable Access Board, of which Scott Button is Chairman, is made up of a group of volunteers from Mansfield who run the studio. One of its respon- sibilities is to track CableVision compliance. Bruce Glazer, President of the Cable Access Board was also present and mentioned the volunteers who broadcast the local programs. Chairman Tartufo then opened the hearing to those present. Michael Demler, 44 Tanya Drive, voiced concern for tier pricing which, he said, is more to the benefit of the cable company than subscribers; scrambling prevents using VCR equipment and requires remote control which can only be rented. Marie Gazzolo, 25 South Street, said they cannot receive Mansfield cable's local programs and has been trying to have it corrected. Steve Grossman explained the problem is because they live on the other side of Rt. 495, but a way has been found to connect South Street. BOARD OF SELECTMEN MINUTES OF MEETING SEPTEMBER 23, 1992 PAGE 3 Someone asked is a ten -year license mandatory. Howard Horton said 'No'; the minimum is three -year, ten is statutory in Massachusetts, but the ten - year license does not exclude competition. Selectman Pasquale advised that the Advisory Committee has Howard Horton looking at other cable companies. A question was raised about rates; they were deregulated in 1984. Selectman Pasquale said the Advisory Committee has nothing to do with the rates charged. Walter Main, Chairman of the Board of Assessors, stated CVI filed for an abatement and has taken them to tax appellate court. The Town Manager said he feels the cable company should provide the town with the technology of the "state of the art ", and asked Steve Grossman why he seeks to reduce financial contributions to the Town. He feels Cable Access can use the money if more is available. Selectman Pasquale asked that "Free Service" be shown on the price list in the future, and asked about free TV HOST which he thought was supposed to be available at certain locations; Steve Grossman said he will check into it. Selectman Pasquale also asked about remote control devices which can be_bought but will not work on Mansfield cable; Steve Grossman said they are trying to address the problem. Selectman Pasquale asked about INET and was told there is one in Mansfield ready to be used. Mohan Prasad, member of the Advisory Committee, was also interested in INET.
