liaison, Joe Pasquale, read Police Chief Earls' report on the evening's
event as well as Fire Lt. Sarro's report to Deputy Fire Chief, Richard
Bellavance, and Deputy Fire Chief's report. Bruce Montgomery, Great Woods'
General Manager, was present and stated Mansfield is fortunate to have such
a professional Board and personnel with the Fire and Police Departments. He
thanked the Board and Mansfield personnel for handling what could have been
a potentially serious situation. He said he had spoken with residents of
the Norton Estates and was told that a few homes had allowed patrons to park
at their homes.
Selectman Penney commented on the list of expected performances, asking
isn't there a better way to predict happenings of this nature. Selectman
Pasquale advised the Police Chief checks with previous places the various
groups have performed. Selectman Colella asked Bruce if their security
people are high school kids, saying he is against that; they need uniformed
officers. Selectman Robinson asked if the Addendum, as presented tonight,
had gone to Lollopalooza prior to their appearance at Great Woods; Bruce
said he was not sure.
Chairman Tartufo asked Chief Earls how his handling at this concert was
different than other performances. Jessie said plainclothesmen and more
officers there. He also said there have been more arrests at other con-
certs than they had at this one; alcohol was not a problem.
Selectman Robinson asked the Town Manager about the Town's ability to
handle a fire within town with a second truck at Great Woods. Bill Williams
could not offer a specific answer, but will pursue one.
Bruce Montgomery said he is proud of the way Great Woods has handled these
situations and he has received calls from other facilities concerning
Great Woods method. He said they will stand behind their record and
stressed that their personnel are instructed to keep a cool head during
such situations. They are also retrained every year.
MOTION: To fine Great Woods $5,000.00. Colella /Penney (for discussion)
Discussion followed as to whether the Board may issue a fine, the
Town Manager advising he had answered that, through Town Counsel,
at the meeting two weeks ago.
The motion was withdrawn.
Chairman Tartufo suggested considering something prior to next season's
license renewal, and advised Bruce Montgomery to try to establish trends
to get away from heavy metal groups. Bruce stated there have been greater
difficulties with this group than at Great Woods, but they will not be
invited back.
Selectman Penney suggested having the Town Manager write to Great Woods ex-
pressing the Board's displeasure with the past two problem events and re-
questing that Mr. Montgomery suggest a better method of approving groups,
checking former performances, etc. The Board agreed. Chairman Tartufo
suggested comparing with Foxboro's Chief of Police. Selectman Robinson

suggested that Great Woods indicate groups which have caused problems else-
where when they submit their list of possible performers for the season.
7. Questions and Comments
a) Peter DeTrolio related 'stories' he was told about the Lollopalooza con-
certs and stated he feels the Town Police Department is compromised.
b) Stephen Quinn, 24 Morrow Street, advised he worked as a plainclothesman
police detail at Friday night's concert. He mentioned civil rights and
said he does not like the Board to consider "differentiating" (different
groups /people).
c) Ken Kamens referred to the Say No To Lego Coalition and its stand that
the group sees no benefit from LegoWorld coming to the Masnfield area.
He asked what are the benefits.
Selectman Penney suggested tax benefits. Selectman Pasquale listed
'potential benefits': ability to preserve the balance of the Great Woods
by changing the direction of the proposed roadway; potential of the
State granting return of land to Mansfield; potential of having Lego
purchase of Town pre - purchase blocks of electricity; potential of jobs
for youth; potential for negotiating for development of wells; potential
for new fire station; potential for grants for Town roads to be im-
proved; potential for educational linkage. Selectman Colella advised
he is still totally against it; it will create problems. Selectman Rob-
inson said something is going to be built there; he wants to be sure
about what it will be.
Chairman Tartufo stated he has a fear of doing something too hastily.
There is a need to listen to and digest information. He mentioned the
Town approval of Seabrook, as promoted by the then Governor, and it
cost the Town $53,000,000. He said he does not see a water issue. He
has a concern with 'quality of life' issues; there are educational op-
portunities for the town; he has concern about traffic control; he feels
there should be a definite fear of the unknown; Board members should not
listen to a 'constituency', Board members are members 'at large'. He
also said he felt it would be a plus for the Town to work this issue
out with the Town of Norton.
8. Public Hearing /Small Cities Grant
Shaun Burke, Director of Planning and Development, and Dick Lewis, Environ-
mental and Conservation Planner, were present to discuss the scope of this
application. Shaun explained the purpose of the hearing was to solicit
public input and participation for human service needs and downtown eco-
nomic development. He spoke of forming a downtown partnership organiza-
tion. It is hoped to include a proposal for a food pantry as a social
service component. He advised there will be a meeting on August 25th with

EOCD representatives to discuss the application, after which a site walk
along the North Main Street area will be taken.
Selectman Penney asked what the Board can do; Shaun said "Support it and
eventually have a representative on the Board of Directors of the partner-
ship".
Kelli Baker of the Chamber of Commerce Government Affairs Committee advised
her committee supports it.
Gale Farrugia, Director of the Council on Aging, advised that she and her
council have taken on helping the needy in town, and there is a definite
need for a food pantry. Lucretia Hudzinski, INFO LINE /United Way, supported
what Gale had said about a need for a social service component. Carole
Lucas, Westside Benevolent Circle advised she receives constant calls for
food; they need a place to store the quantity they receive, and volunteers.
The Town Manager said he feels this is something serious that must be ad-
dressed, and should be a high priority on the application.
Shaun Burke advised there will be a second hearing on this grant application
August 26th, and they will need a letter of support from the Board.
Redistricting Report /Town Clerk
Town Clerk, Judy Scott, advised that the tom has been split between con-
gressional districts, District Three and District Four. The lines used for
the split do not coincide with the lines of the current precincts; there-
fore some adjustments must be made for the September Primary Election and
November Presidential Election. She listed three options, as received from
the Secretary of State's office, and recommended the third option would be
the best way to handle the situation.
MOTION: To accept Option #3 to highlight the people affected on our current
voting list so they will get the correct ballot at their usual
precinct.
Pasquale /Penney VOTED: 5 -0
10. Finance Committee /Department Heads - Budget Recognition
Because of the hour those invited to this portion of the meeting were not
still present and the Town Manager said he would like to invite them back
for budget recognition. He went on to say both Town Accountant, Larry
Gallagher, and Town Treasurer, Joan Cutillo, had worked together and pro-
duced a budget with department heads with later reductions to stay within
the 2' limits. He said the 'free cash' amount of $931,710.29, is especi-
ally good news. Reserves should be used for stabilization and set aside
for FY -94; he does not want to use the funds in this fiscal year.
Chairman Tartufo said the Town is very fortunate that the staff has
worked together as a team. Selectman Pasquale said this is an example
of everybody working together. All department heads and employees should

be thanked, and he concurs with the Town Manager's thoughts about use of
the funds.
Town Accountant, Larry Gallagher who was present, advised that $11,000 has
come in for Hurricane Bob and possibly another $10,000 will be coming
from Federal money.
10. Old Business
a) The Town Manager reviewed information contained in a Memorandum from
him to Town Engineer /DPW Director, Bob Swanson, concerning the proposal
for a temporary wastewater plant supervisor. Bob's recommendation was
to award the contract to Operations Management International, Inc., of
Kingwood, Texas, which was the recommendation of Camp Dresser & McKee.
The contract will be for a six month period; the Town Manager would
like Tosco Counsel to review the contract. The contract will include
some evaluation of operations, maintenance and facility management.
Selectman Pasquale had reviewed the proposal and pointed out several
items he felt require more specific details. Selectman Colella expressed
concern with OMI as the company whose proposal was selected because of
the Town's former employee, Jerry St. Hilaire, now working for them.
MOTION: To instruct the Town Manager to proceed with a six month tem-
orary Wastewater Plant Supervisor.
Pasquale/
AMENDMENT: Subject to Board of Selectmen concerns being incorporated
in the final agreement.

b) The Town Manager reviewed his Memorandum to the Board concerning the
paramedic issue. He and Deputy Chief, Dick Bellavance, met with North
Attleboro Fire Chief Coleman concerning their paramedic staff. They
have four; training is a one -year program with a tuition cost of $5,000;
plus ancillary costs, and there are contractural issues. He advised
that Sturdy Hospital is expected to form a paramedic unit. He said he
would like to see an internal cost - benefit analysis, and possibly this
could be considered at a Spring Town Meeting as part of the FY -94 bud-
get.
Selectman Pasquale approved of building it up at Town Meeting with a
cost benefit analysis having put it into the budget. Selectman Colella
felt strongly it should be looked into for the town.
c) Selectman Pasquale advised there will be a public hearing for the Cable
TV license renewal on September 23, 1992 at Town Hall, 8:00 P.M. He
cautioned residents to not be influenced by CableVision, Inc. articles
in the newspapers between now and renewal of the license.

possibility.
c) The Town Manager had distributed a Memorandum to each Selectman concern-
ing extension of Town Hall summer hours. The Memo advised that there
has been an increase in efficiency and productivity, and he has re-
