Mr. Huott and the Bakers were present, as was Jeff Collins, Dog Officer.
Jeff stated the two parties are still pretty much at a standoff; however,
over the past two weeks Mr. Huott has only noticed barking over a 15
minute period at Bakers once, and they have been walking the dog. Jeff
said he had received a call from a professional mediator offering his
services, but the parties were not receptive; they felt there was noth-
ing to mediate. Jeff said he has run out of solutions.
Mr. Baker handed out an opinion poll and a letter from a neighbor who owns
a cat next door, stating they have no problem with the dog. Mr. Huott
said the Bakers have made inroads into quieting the dog, but he is con-
cerned as to whether these efforts will continue.
Selectman Robinson said he was glad some change was noted. Selectman

Chairman Tartufo said the only complaints to the Police Department come
from Mr. Huott. The dog is the victim, and he does not like to ban the
dog from the community because of the complaint. If the dog has behaved
without the collar it shows that the Bakers are controlling the dog.

those two committees to the use of the Park Row School building. Bill
Madan said they are fortunate to have an architect, Doug Annino, on his
committee. Use of Town Hall vs. the Park Row building was mentioned.
Henry Austin, Chairman of the Board of Health, said sewering is the most
important issue for the Board of Health right now; should the Town give
an incentive for tying in.
Selectman Penney mentioned handling of abandoned septic systems. Steve
MacCaffrie suggested requiring contractors to put in dry lines. Bill
Madan said only if a house is within a certain distance and time of a
sewer line installation.
Greg Cauldwell, Chairman of the Conservation Commission, said the main
concern of the Conservation Commission is to enforce the wetlands pro-
tection, protecting conservation land and acquire access to conservation
land.
Selectman Penney asked Steve MacCaffrie about handicapped access to the
Park Row School; he was told only areas which are being used. He then___
then asked about plumbing, heating and the electric system in the school

Selectman Colella said he felt the area is not right for that purpose, and
he will not support it. Selectman Penney gave him alot of credit for what
he is doing, but said "we have a concern ", and asked Rev. Matos if he had
any letters of recommendation; he didn't, but Philip Boggs, of Easton and
a member of Rev. Matos' church (Free Evangelical Fellowship) said he sup-
ports Jose and what he is doing.
Chairman Tartufo said he agrees with what Selectman Penney had said, then
mentioned the group of people 01 in attendance tonight. The Town Manager
emphasized fear of people in town and the fact that there is no guarantee
of a job right now. Rev. Matos had mentioned there will be a supervisor
at the house, he will be there during the day, and the average resident
would reside there ninety days to six months. The Town Manager said resi-
dents do not see the neighborhood as a transitional one; many of those
present indicated agreement with that statement.
Gerry Neth, 304 S. Main Street, asked the name of the bank - Northeast
Bank. He said a major concern is living across the street from transients
and those who do not have jobs; it is a very threatening situation, and he
cannot support it. Several others present agreed.
