5. Questions & Comments
a) Wayne Delano, 475 S. Main Street, referred to a Sun Chronicle article
in the May 21, 1992 paper regarding Mansfield Support of Lego World.
Chairman Tartufo answered that the Board of Selectmen has not issued a
statement in support or not in support of Lego World to date. Select-
man Penney said the vote taken was that the Board did not want to take
a position at that time.
The Research Study Group /Secondary Study Group should be formed within
the next week to ten days he understood. He asked the Town Manager if
he had received a copy of the letter from Gov. Weld to Lego World in
Denmark (he has not).
Chairman Tartufo read a letter he had received from Theresa Chabot,
18 Danielle Lane concerning Lego World, then stated he will not be intimi-
dated or patronized. Selectman Pasquale said he also received a letter
from Theresa and he has discussed the issue with Brian Dacey and Joe
Donovan. He said he has also talked with Greg Cauldwell and Lennie
Flynn, and he feels the Board is making slow progress. Both Senator

Keating and Representative Hyland are working and talking with Gover-
nor Weld regarding the 118 acres. He feels the Board made the right
decision not to take a position. He said he feels the State would like
to get the theme park here provided the Town wishes are answered. He
has seen a decided improvement in communication, and we are making pro-
gress. The Town is not willing to consider the 118 acres as a bargain-
ing chip, and Board approval or non - approval will not determine
whether or not Lego World is approved for this area.
Barbara Bayon, a member of the Say No to Lego Coalition, stated she
wants it known she is not 'Chairperson' of the coalition, there is none.
Selectman Robinson said he received a call from Brian Dacey today re-
garding Lego's concern for the environment. He also asked Theresa
Chabot to give him the chance to make up his mind, referring to the
similarities with his handling of recruiters.
b) A resident from 101 Chilson Ave. advised that parking in the area of
Vicino Buick is becoming a problem; they even park on the sidewalks
and block driveways; they seem to be commuters. The Town Manager was
asked to have the police check into this.
c) Selectman Penney mentioned a Memorandum from the Town Manager concern-
ing a meeting with Brian Dacey, of the John Drew Company and Town of
Mansfield staff on June 1st; the Memo was addressed to Staff.
6. Special Town Meeting

Meeting June 10, 1992, and reviewed the articles on the Warrant.

and said Dave Archard will be put in charge of the Water Department,
Ben Couture as assistant.
b) Chapter 90 Projects - Bob Swanson reported the Balcom Street reclama-
tion needs direction. To do the entire project as outlined would pro-
ject the cost from $100,000 to $189,000. He feels instead of recon-
structing the entire length, reconstruct 800 feet and overlay from Gil-
bert Street will be sufficient.
Reporting on the Copeland /West /School Street intersection, Bob reported
it may be set back due to the Mass. DPW delay on approval.
Bob reported the Gilbert Street bridge has been designed.
Chairman Tartufo asked Bob if any of the listed projects have been sub-
mitted to the Planning Board, which the Charter specifies is to be done.
Bob said he will check with the Planning Board.
Selectman Colella stated the Williams Street bridge is his main concern.
The Town Manager said he had spoken to Senator Keating and Representa-
tive Hyland today about this; they will get back to him.
Chairman Tartufo commented on the fact that the Town now has two bridges
out and this causes a public safety problem for the Town and residents.
Discussion followed as to how to receive funding from the State.
Selectman Pasquale suggested cutting the West /Copeland /School Streets
project and asked Bob to report back to the Board as to prioritized
projects and time line.
MOTION: So moved. Pasquale /Robinson VOTED: 5 -0
c) East Mansfield Sewer Project - Each Selectman had received copy of a
Memorandum to the Town Manager from Bob Swanson covering an update on
this project. Bob reviewed the information, reporting the project is
progressing nicely and construction really going well. He said they
met with the Conservation Commission yesterday to obtain permission to
build a temporary road next to the Mill Street bridge; another meeting
is scheduled for June 8th; however the contractor is now investigating
other locations to dump fill.
Selectman Pasquale asked for a time line schedule for this project as
was done for the North Main Street project.
9. Old Business
a) The Town Manager had proposed closing Thursday, July 2nd, at 12 Noon,
with Friday, July 3rd a holiday as the State will consider Friday.
