He explained the need for the override and why only one question on the ballot, i.e. there is only one budget. Mohan Prasad and Douglas Ronald, of Mansfield's Cable Advisory Committee, were present, as was Steven Grossman, District Manager of Cable Vision Industries. William August opened by advising the survey was on local programming in Mansfield and cable TV in general, and was prepared with the Cable Ad- visory Committee. 300 randomly selected subscribers were surveyed. He stated the license renewal is the major regulatory agent. At this point Selectman Pasquale, who is the Selectmen appointee to the Advisory Committee, took over for review of the report. He said the Board of Selectmen, nor the Town, have no say on pricing. He then reported percentages of reactions to various questions and issues covered by the report. Attorney August indicated many people voiced a need for local coverage, and a desire to have more cable outlets in the classrooms was also expressed. The next step in the process is a letter /proposal from Cable Vision, Inc. Selectman Pasquale said he will meet with Mo Prasad and Doug Arnold, then the attorneys, and an ascertainment study will be turned over to the Advisory Committee. Discussion turned to retention of Mr. August and Mr. Horton as consultants for the next step. Mr. Horton explained their initial job is to identify objectives of a renewal and they research "state of the art" cable television. Because of the time schedule, the Board decided to schedule further dis- cussion for two weeks from tonight. 9. He then said this is the 40th year for Mansfield Little League and reviewed previous fields for recreation which are now gone, yet there is a tremendous growth of players and teams. Dick Lewis reported on a survey of Town -owned land. He said a minimum of 25 -26 acres is needed, and he looked for a centralized location which would include parking, access, etc. He pointed out various parcels of Town -owned land which were not large enough, had poor accessibility and /or were too small. He said he does not feel leasing land is practical. Lorilee had surveyed existing fields and present groups using the facil- ities, including school fields. Dick Lewis displayed the map of the Plymouth Street parcel which went to the State for the grant application last year. He said they hope to file with the Conservation Commission by the middle of June. Selectman Colella asked for a time frame. Discussion indicated only one or two fields would be started at a time, and when one is started, Cabot Partners will contribute for installation of the required culvert. Lorilee said the entire project will be a five to ten year one. Wayne Currie, member of the Recreation Commission, said the Commission is definitely behind the Plymouth Street parcel development, and he would like to see a sub - committee formed to move it forward. Mike Eagan, a resident, said he was anxious to see something get going; he has two sons active in sports, and development of the parcel will be a great asset to the community. Joanne McCauley, active with Midget Football, said they are busting at the seams with five teams. Andy Gazzolo said there is a conflict for fields.
