8. East Mansfield Sevier
(Chairman Tartufo left the room for this discussion)
The Town Manager reported that a letter from Palmer & Dodge regarding the
$250,000 gift amount, stated that the borrowing authorization was not made
contingent upon the availability of other funds. Palmer & Dodge would be
able to approve borrowing if the Town can complete the project for not
more than $3,383,000. Bob Swanson, Town Engineer /DPW Director was pre-
sent and confirmed it could be because the construction cost was less
than anticipated.

Selectman Pasquale summarized the Town can proceed. Selectman Colella said
he would like to stop the project just before Keith's property if he does
not present the $250,000. Bob Swanson said to reroute the sewer around
Keith's property would increase the betterment for everybody else by $600.00.
Selectman Pasquale said he was not happy about not receiving the gift, but
Keith will have to pay betterment on 170 units which will be approximately
27% of the cost of the entire project, according to Bob.
The Town Manager pointed out that the reason for the sewer is primarily
for environmental /health reasons. Selectmen Pasquale and Penney said they
felt the project should go forward. Selectman Pasquale, who was chairing
the meeting, then opened it to the public.
William Sarro, former Selectman, said he had worked hard for the project
and it could cost more if postponed until next year. Several residents of
Erick Road mentioned the septic system which has been replaced once, the
health problem and hazard for children. Marilyn Powers, member of the Con-
servation Commission mentioned other development potential in the area.
* MOTION: To instruct the Town Manager to issue notice to proceed as soon as
possible.
Penney /Colella VOTED: 3 -0
9. Williams Street Bri
The Town Manager asked Bob Swanson to discuss the Williams Street bridge
situation while he was there. He reported that the Mass. DPW's recommenda-
tion was to close the bridge. He said depending on amount of damage there
may be minor repairs possible to reopen it. He said the Town owns the
bridge so cost of repairs will be the Town's. He hopes to have some fur-
ther recommendation from the Mass. DPW by next week. He mentioned that the
bridge was rebuilt in the 1930s.
10. Joint Meeting /School Committee and Finance Committee
Dianne Royle, Chairman of the School Committee, advised that the School
Committee had voted a budget of $13.3 million, which leaves an override
of $1.4 million.
Phil Smith, Chairman of the Finance Committee, said he felt it is very im-
portant to represent something that is prudent. Ed McQuaid, of the Finance
Committee, reviewed the revenue picture on both the school and municipal
side, saying it will be down about $400,000 (3 %), and operating budgets
will increase about 8 %. His feeling is that the budgets should be main-
tained within 3% to 5% next year. One option, in lieu of the $1.4 million
override would be to use the Stabilization Fund of $500,000 and reduce the
override to $9,500.000. Ed McQuaid said he felt it is better for the future
to keep the $500,000 stabilization fund to avoid being in the same situa-
tion in the future.

Gordon Penman, of the Finance Committee, addressed getting the override
through and concern that people would have a problem believing the amount
of tax would be the same for either the $1.4 million or $950,000 override.
Chairman Smith said he felt comfortable with the $1.4 million and it is
his committee's responsibility to make it clear to the Town Meeting. Lou
Amoruso, of the School Committee, pointed out the School Committee cut as
many fees as possible to help people understand their vote for the over-
ride. Discussion followed as to saleability of the override figure to use.
