LegoWorld Brian Dacey, representing the John Drew Co., and Joseph Donovan, of the Mass. Office of Economic Affairs were present at the request of the Board of Selectmen Chairman Tartufo stated in opening the meeting. The Board had indicated the need to know more about up -to -date developments. Chairman Tartufo turned the meeting over to Mr. Dacey and Donovan. Mr. Donovan advised that Secretary Tocco, of the Executive Office of Eco- nomic Affairs, was originally approached by Lego as to whether Massachusetts would be interested. He said their concern is demographics, transporta- tion, physical environment impact, as well as education. Rayna Rubin, of the John Drew Co., reviewed a fact sheet which had been passed out, and Brian Dacey showed a video of the LegoWorld in Denmark. He said LegoWorld is oriented to families and children up to age sixteen. Lego will narrow down the sites selected to three or four within the next four or five months, then down to one in early 1993. Brian Dacey said he is representing John Drew Co. only; the decision will be Lego's. Selectman Pasquale asked when Massachusetts was first contacted; Joe Dono- van said early 1991. Selectman Pasquale asked if the State has made any commitments. Joe Donovan said the State has no power to do that, but the State would be prepared to alleviate transportation problems. Selectman Pasquale said the State credibility is rather short at this time, mention- ing the land taken for Rt. 495 (118 acres) which should have been re- turned to Mansfield, as well as sewer, water, electric, wetlands, train station, permits. He asked for a time frame to be established for regu- lar information and meetings. Selectman Penney asked how long visitors stay at the Denmark center, and do they return. He was told the average stay is one day and, yes, some do return. Chairman Tartufo asked about tax revenue, job opportunities, ( State aid and the train station. He was told it will be eight or nine BOARD OF SELECTMEN MINUTES OF MEETING APRIL 29, 1992 PAGE 4 months before these questions will be answered. Leonard Flynn, representing the National Resources Trust of Mansfield, said the State Department of Highways and Department of Public Works should be involved in this development, and expressed concern for the pro- posed extension of Rt. 140 through the Great Woods land. Leonard reported the Trust was formed in 1971 to preserve resources and wildlife; it works with the Conservation Commission, buy land, then sell it to the Town. He said the Trust and the Town own 252 acres of the Great Woods, discussed the 116 acres which were taken for Rt. 495 and were supposed to be returned to the Town. He also informed there was to have been a bridge built across the new road. He stated he he feels Mansfield has contributed its share to the economic development of the State; he sees this project as a bail- out for some speculators, and asked the Town Fathers to move with caution. Lou Andrews, a member of the Great Woods Study Committee said he was con- cerned with cutting up the Great Woods area again, and opposed to develop- ing Rt. 140 further. The Chairman opened the meeting to people in attendance who covered a num- ber of questions and concerns: Joe Casho was concerned about having a Disney World type center; Colin Cauldwell said there is very little benefit to the Town of Mansfield. George Wojtkiewicz asked for an update on the north /south exit to /from Rt. 495 (going north /sourth); Brian Dacey said he had no answer at this time. Ken Kamens said the project will change West Mansfield forever. Marilyn Powers, of the Conservation Commission, said the Commission had walked the area some time back and at that time they saw stakes marked CL 140 (indicating the proposed route for Rt. 140 extension). She said she would like the Selectmen to learn more about this. A member of the Norton Land Preservation Association advised that they had negotiated a land swap with the former purchaser of the 500 acres being considered (Mr. Kraska); the swap was for 50 acres which they want to make a Clapp Wildlife Park. Two residents of South Main Street expressed concern for increased traffic, which they advised was already a problem since the advent of the Great Woods Center of Performing Arts; they asked the Board to proceed cautiously. Barbara Bayon asked for an environmental impact study, and a chance for input now. Mr. Kallio commented on the U.S. President going to Brazil con- cerning preservation of the rain forest; he said we have a similar situa- tion here. Carol Lucas asked who would own the 500 acres; Brian Dacey said he is not sure at this time. Lego would own what they use, the bank may sell the rest; zoning will determine its use. A norton resident who lives on Mansfield Ave. complained about the noise and traffic from the Great Woods Performing Arts Center and did not look forward to more if Lego World is located here. Chairman Tartufo asked for specific reasons why those opposed are opposed. l Leonard Flynn said he is opposed to a road bisecting the Great Woods and BOARD OF SELECTMEN MINUTES OF MEETING APRIL 29, 1992 PAGE 5 to the volume of people. Colin Cauldwell said his concerns were environ- mental and ecological impact. The Chairman thanked Mr. Dacey and Mr. Donovan for coming to the meeting, and the concerned residents of both towns who attended. 8. Old Business a) The Town Manager reviewed reports from staff concerning Karl Clemmey's application for a flea market license. Bert Cook, Zoning Enforcement Officer advised that zoning does not permit it. Shaun Burke, Planning & Development Director agreed with that opinion. Selectman Pasquale stated the Town does not have a flea market permit so there is no need for him to get one; usage of his property for that purpose will be up to the zoning enforcement officer. He read the Zoning By -law regarding 'Not permitted uses', then said 'Send him a letter saying his applica- tion has been denied because the Town does not have that type of license. * MOTION: Send a letter to the applicant indicating the Board cannot rule on such a license because the Town does not issue such a license. He had included cost of the projects and the projected schedule. The Town Manager pointed out the Police Chief's recommendations from a public safety standpoint; they were: signals at Chauncy & North Main Street, Williams Street bridge, inter- section of Copeland /West /School Streets, then the remaining as listed. Concerning Balcom Street, Bob's recommendation is that reclamation from Old Elm Street to Jewell Street was acceptable; reconstruction will be required from Jewell Street to West Street, with overlay for the rest. With each project Bob listed the Pro's and Con's. The Town Manager suggested Selectmen look at the projects, ask questions, then come back next week for further discussion.
