asked to contact staff and to get reports back to Board members prior
to next Wednesday's meeting.
Leonard Flynn, of the Zoning Board of Appeals, was in the audience and
stated that flea markets were not mentioned in the Zoning By -laws, so
the issue should be voted at a Town Meeting.
The matter was postponed until next week.
5. Questions & Comments
A resident inquired about the wetlands in area where the Plymouth Street
box culvert is to go. He was assured they had been taken into consideration.
6. May 18, 1992 Override Election
Chairman Tartufo advised of a meeting held last night with the Finance
Committee and School Committee. Chairman Phil Smith, of the Finance Com-
mittee, explained that it was the Finance Committee's recommendation to
have just one question on the ballot. Some discussion followed as to one
question vs. two; two would list one for the municipal side and one for the
school side: $1.1 million school, $300,000 municipal.
( Selectman Pasquale offered reasons as to why there has to be an override
this year, and if it fails, the Town will have to hold a Special Town Meet-
ing; otherwise, the Town will be without a budget. The override is nec-
essary because the Town has voted the past two years to use "free cash"
instead of approving overrides. The Town Manager said it will be almost
impossible to run the town without the override, and it will mean services
will have to be cut. He reviewed the amounts as listed in the ballot
question, saying most are personnel, the Refuse figure is special services.
Chairman Tartufo mentioned the Town Manager's sessions on Radio Station
WARA in Attleboro, suggesting residents may call him there to obtain ad-
ditional information.
The Clerk read the Special Town Election question:
Shall the Town of Mansfield be allowed to assess an additional
$1,462,524 in real estate and personal property taxes for the
purposes of Education $1,120,000; Police Department $39,155;
Fire Department $35,664; Refuse $17,200, Recreation $11,914;
Library $12,860; Senior Citizens $7,507; Assessors $16,224,
Capital Projects $202,000, for the Fiscal Year beginning
July 1, 1992.
* MOTION: To put the Question, as read, on the ballot.
Robinson /Pasquale VOTED: 5 -0

a) East Mansfield Sewer - Bob Swanson reported he and Dave Archard had
met with the contractor last Thursday; Town Counsel is reviewing the
contract. Bob advised the contractor is proposing a temporary bypass
road next to the Mill Street bridge which cannot handle his trucks.
They hope to start work as soon as the Notice To Proceed is received,
which should be within a week or two.
b) Williams Street bridge - Bob Swanson had distributed a Memorandum on
this subject, advising that the State Dept. of Public Works had in-
spected the bridge and recommended it be closed permanently. Bob
said the best solution to reopening the bridge is to build a new one,
and he recommended building it downstream of the existing one which
would eliminate the dangerous curve at the present bridge. He had
obtained a proposal from their consultant to design a new bridge and
complete permits, for $35,000, which could be paid for from Chapter 90
grant funds; construction of the new bridge is estimated to be $300,000
which, hopefully, would be paid for by a State or Federal Grant. He
went on to advise design and necessary review approvals are extremely
time consuming; also there is not time nor date as to when grant funds
could be available. Bob suggested if a grant was not obtained, Chap-
ter 90 funds could be used by postponing another project.
Bob was asked to provide the Board with typical designs and a render-
ing of the new bridge by the consultant.
* MOTION: To begin design work for the Williams Street bridge using
Chapter 90 funds.
Penney /Pasquale VOTED: 5 -0
MOTION: To contact Representative Hyland and Senator Keating concern-
ing emergency situation for the Williams Street bridge re-
placement.
Colella /Penney VOTED: 5 -0
c) Chapter 90 Projects - Bob reviewed and reported he has approval to
spend $566,000. An additional $245,000 is expected for FY -93, but he
does not know when it will become available. Without that additional
money, he said one of the listed projects should be scheduled for a
later date. Discussion followed covering the Balcom Street reclamation,
Ware Street sidewalks, Maple /Bird /Winter Streets intersection, Copeland/
West /School Streets intersection. Bob recommended hiring a consultant
for the Ware Street project now that the sewer project is starting.
Bob was asked to provice a summary of all the projects, with cost esti-
mate for each so that the Board may consider pushing one project back.
The Board asked the Town Manager for a prioritized list of all the road
projects.
