Memorandums from the Planning Director and Health Agent, and one from
Bob Swanson, Tom Engineer /DPW Director which, he said, he would circu-
late.
Chairman..Tartufo, pointed out Medigen is within the ACEC (Area of Crit-
ical Environment Concern) and Cate Springs Zone II. Selectman Penney
expressed his feeling that Town Counsel should be involved 'up front'.
Chairman Tartufo said there is a local attorney who has offered to help

issues: the ACEC issue and the zoning issue.

c) Town Budget - The Town Manager reported that the Selectmen, Finance
Committee and School Committee met last night; he thanked Cable Access
for covering the meeting. The purpose of the meeting was to see if they
could come to a consensus for the Town budget. Bill presented scenarios
for three years, and every conceivable option to fund the budget was dis-
cussed, as well as salary deferrals. The total operating budget is
$29,370,590, which will require an over -ride of $1.4 million. Bill said
it places the Town on a pay -as- you -go basis.
Chairman Tartufo concurred that it was a very productive meeting last
night, but there is still work to be done.
d) Uncommon Commons - The Town Manager read a suggested agreement as put
together by Town Counsel.

7. Old Business - Selectmen
a) Legoworld Project Update - Chairman Tartufo reported meeting with Brian
Dacey and Rayna Rubin of John Drew Co. He said there are two issues -
economic and quality of life. The Town Manager said there was no 'back -
room' agreement and anyone's reaction should be open and protective of
our rights.
Selectman Colella said he wants the Board to make up its mind whether
it is going to support Norton or not. Selectman Pasquale felt it is too
early to make a decision; he would like to have an environmental impact
report on Mansfield. Selectman Robinson said he would like to see the
Board continue to gather information. Selectman Penney said he would
take a pro- active stance; there is a need to look seriously at what it
will do to the town, and make a decision as soon as possible.
Selectman Pasquale pointed out that when the State put in Rt. 495 it
took some Mansfield land with the understanding that any that was not
used would be returned to the Town. Now it appears that land will be
used for Legoworld. He feels the Town should act immediately regarding
this. He also said he would like to know who will be doing the feasi-
bility study.
b) Selectman Penney thanked the people of Mansfield for voting for him as
a Selectman.

recycling situation. He said plastics are the most costly items and
he recommended discontinuing at least colored plastic. He said there
is a problem with non- residents using the park for all their trash, men-
tioning that the Town of Norton does not have a trash collector any
more. Bob said he would like to initiate a sticker system; there are
also commercial people coming into the park.
Concerning personnel, he recommended a Town contract employee for 15-
19 hours per week. Bob would supervise the position and would have
someone to organize the volunteers.
It was suggested that one sticker be issued for commuter parking and
the recycling park. Chairman Tartufo questioned regional recycling.

million. Chairman Tartufo suggested putting in $13.3, as recom-
mended by the Town Manager, but include the School Committee
$13.8. Selectman Pasquale said we're trying to get together a
number which has to go to print tomorrow. We have to put a num-
